【摘要】：近幾年來,中國的市場經(jīng)濟(jì)地位已漸漸被各國確認(rèn),然而,我國目前對(duì)出口企業(yè)的補(bǔ)貼制度并沒有完全符合世貿(mào)組織多邊貿(mào)易規(guī)則的要求。雖然隨著市場經(jīng)濟(jì)地位確立之后,我國出口產(chǎn)品遭受反傾銷制裁的風(fēng)險(xiǎn)會(huì)有所減弱,但是與此同時(shí),我國的出口產(chǎn)品遭受反補(bǔ)貼制裁的可能性會(huì)大大增加。充分理解世界貿(mào)易組織的《補(bǔ)貼與反補(bǔ)貼措施協(xié)定》,并加以對(duì)照,盡快完善我國的補(bǔ)貼制度,使之與多邊貿(mào)易體制相銜接,這是我國目前急迫需要解決的問題。國際金融危機(jī)的日益加劇,導(dǎo)致貿(mào)易保護(hù)主義的抬頭,我國勢必將面臨更嚴(yán)峻的反補(bǔ)貼形勢,對(duì)此我國政府及企業(yè)應(yīng)積極應(yīng)對(duì)國外對(duì)我國的反補(bǔ)貼指控,并且在多哈回合談判上充分表達(dá)我國的建議,從而更好地維護(hù)我國的對(duì)外貿(mào)易利益。
[Abstract]:In recent years, China's market economy status has been gradually recognized by all countries. However, China's current subsidy system to export enterprises does not fully meet the requirements of WTO multilateral trade rules. With the establishment of market economy status, the risk of China's export products being subject to anti-dumping sanctions will be weakened, but at the same time, the possibility of countervailing sanctions on our export products will be greatly increased. Fully understand the Agreement on subsidies and countervailing measures of the World Trade Organization and compare it to improve the subsidy system of our country as soon as possible so as to link it with the multilateral trading system, which is a problem that our country urgently needs to solve at present. As the international financial crisis intensifies day by day, leading to the rise of trade protectionism, our country is bound to face a more severe situation of countervailing. In view of this, our government and enterprises should actively deal with the foreign countervailing charges against our country. And fully express our country's suggestion in Doha Round negotiation, thus better safeguard our country's foreign trade interest.
