【摘要】：身份的重要性在于群體成員的"我者群體"身份越強(qiáng)烈,越容易促使其加強(qiáng)"我者群體"與"他者群體"之間的區(qū)別,并導(dǎo)致對(duì)"他者群體"的歧視乃至排斥。目前中國(guó)在參與北極事務(wù)過程中被一些國(guó)家賦予的"非北極國(guó)家"等身份,是"北極國(guó)家"對(duì)參與北極事務(wù)的國(guó)家群體進(jìn)行分類的結(jié)果,導(dǎo)致"非北極國(guó)家"的參與遭受質(zhì)疑。中國(guó)政府于2015年冰島"北極圈論壇"大會(huì)上首次向國(guó)際社會(huì)強(qiáng)調(diào)自己作為"北極利益攸關(guān)者"的身份。以"利益攸關(guān)者"展現(xiàn)自己并參與北極事務(wù),有助于打破"我者—他者"二元身份邏輯,突破既有的"北極國(guó)家—非北極國(guó)家"二元對(duì)立劃分方式。加強(qiáng)在"利益攸關(guān)者"這一集體身份下的認(rèn)同,還有助于推動(dòng)各方增信釋疑、促進(jìn)合作。身份建構(gòu)是內(nèi)在建構(gòu)與外在承認(rèn)的統(tǒng)一體。中國(guó)符合"北極利益攸關(guān)者"的構(gòu)成標(biāo)準(zhǔn)。中國(guó)正在推動(dòng)"北極利益攸關(guān)者"身份的內(nèi)在建構(gòu),并積極爭(zhēng)取獲得更多外在承認(rèn)。中國(guó)還需要努力成為"負(fù)責(zé)任的北極利益攸關(guān)者"。
[Abstract]:The importance of identity lies in the fact that the stronger the "self group" identity of group members, the easier it is to strengthen the distinction between "self group" and "other group", and lead to discrimination and even exclusion of "other group". At present, China's status as a "non-Arctic country" given by some countries in the process of participating in Arctic affairs is the result of "Arctic countries" classifying the groups of countries involved in Arctic affairs, resulting in the "non-Arctic countries" participation being questioned. The Chinese government first highlighted its status as an "Arctic stakeholder" to the international community at the 2015 Arctic Forum in Iceland. Showing oneself and participating in Arctic affairs with "stakeholders" will help to break the dualistic identity logic of "I and others" and break through the dualistic division of "arctic states and non-arctic states". Strengthening identity under the collective identity of "stakeholders" has also helped to promote greater confidence and cooperation. Identity construction is the unity of internal construction and external recognition. China meets the composition criteria of Arctic stakeholders. China is pushing for an intrinsic identity as an Arctic stakeholder and is actively fighting for more external recognition. China also needs to strive to be a "responsible Arctic stakeholder".
