【摘要】：保障失業(yè)者的基本生活是失業(yè)保險(xiǎn)制度最初的目的，但并非唯一目的。失業(yè)保險(xiǎn)制度朝促進(jìn)就業(yè)的方向發(fā)展已經(jīng)成為發(fā)展的趨勢(shì)。目前國際經(jīng)濟(jì)形勢(shì)并不樂觀，我國也面臨著經(jīng)濟(jì)和產(chǎn)業(yè)結(jié)構(gòu)的升級(jí)，存在大量的失業(yè)人員，因此，從促進(jìn)就業(yè)的視角去分析，并改進(jìn)達(dá)到促進(jìn)就業(yè)的目的，有重要的理論意義和現(xiàn)實(shí)緊迫性。 本文除引言之外，正文分為四部分：第一部分是失業(yè)保險(xiǎn)制度概述，首先界定了失業(yè)保險(xiǎn)制度概念和特點(diǎn)，然后梳理了失業(yè)保險(xiǎn)制度的發(fā)展歷史，最后介紹了失業(yè)保險(xiǎn)制度保障生活，促進(jìn)就業(yè)和預(yù)防失業(yè)的功能。 第二部分是我國失業(yè)保險(xiǎn)促進(jìn)就業(yè)的立法缺陷，首先是我國失業(yè)保險(xiǎn)支出不合理，包括給付項(xiàng)目過窄，失業(yè)保險(xiǎn)金的給付期限過長(zhǎng)，支付條件和方式不合理；其次是培訓(xùn)和就業(yè)指導(dǎo)能力弱，，主要體現(xiàn)為對(duì)社會(huì)就業(yè)培訓(xùn)機(jī)構(gòu)的支持不足，對(duì)企業(yè)組織的各種培訓(xùn)補(bǔ)貼力度不夠，政府對(duì)失業(yè)信息了解不充分；最后是管理體制不完善，覆蓋面窄，主要體現(xiàn)為立法不成熟，管理體制不完善和覆蓋面窄。 第三部分是發(fā)達(dá)國家失業(yè)保險(xiǎn)促進(jìn)就業(yè)的改革實(shí)踐。主要介紹了美國、德國，韓國和日本的失業(yè)保險(xiǎn)制度中促進(jìn)就業(yè)的改革實(shí)踐，其中的很多措施是值得借鑒的，比如美國的經(jīng)歷稅率等。 第四部分是我國失業(yè)保險(xiǎn)促進(jìn)就業(yè)法律實(shí)現(xiàn)的建議。包括完善支出制度，增加失業(yè)保險(xiǎn)基金的支出，調(diào)整失業(yè)保險(xiǎn)金的支付期限,對(duì)用人單位所進(jìn)行的培訓(xùn)進(jìn)行補(bǔ)貼，加強(qiáng)失業(yè)保險(xiǎn)基金培訓(xùn)和指導(dǎo)就業(yè)的能力，提高統(tǒng)籌的層次，擴(kuò)大失業(yè)保險(xiǎn)的覆蓋范圍。
[Abstract]:Protecting the basic life of the unemployed is the initial purpose of the unemployment insurance system, but it is not the only purpose. The unemployment insurance system has become a developing trend towards the direction of promoting employment. At present, the international economic situation is not optimistic. China is also faced with the upgrading of economic and industrial structure, there are a large number of unemployed people, therefore, from the perspective of employment promotion to analyze, and improve to achieve the purpose of promoting employment. It has important theoretical significance and practical urgency. In addition to the introduction, the text is divided into four parts: the first part is an overview of the unemployment insurance system, first defining the concept and characteristics of unemployment insurance system, and then combing the development history of unemployment insurance system. Finally, it introduces the functions of unemployment insurance system to protect life, promote employment and prevent unemployment. The second part is the legislative defects of unemployment insurance to promote employment in our country. Firstly, the expenditure of unemployment insurance in our country is unreasonable, including too narrow payment items, too long payment period of unemployment insurance, unreasonable payment conditions and methods. Secondly, the ability of training and employment guidance is weak, mainly reflected in the lack of support for social employment training institutions, the lack of training subsidies for enterprises, and the inadequate understanding of unemployment information by the government; Finally, the management system is imperfect, the coverage is narrow, mainly reflected in immature legislation, imperfect management system and narrow coverage. The third part is the reform practice of unemployment insurance in developed countries. It mainly introduces the reform practice of promoting employment in the unemployment insurance system of the United States, Germany, South Korea and Japan. Many of these measures are worth learning from, for example, the experience tax rate in the United States. The 4th part is the suggestion that our country unemployment insurance promotes the employment law realization, including consummates the expenditure system, increases the unemployment insurance fund expenditure, adjusts the unemployment insurance fund payment time limit. To subsidize the training carried out by employers, strengthen the ability of training and guiding employment of unemployment insurance fund, raise the level of overall planning, and expand the coverage of unemployment insurance.
