【摘要】：正 3月11日上午,全國(guó)人大常委會(huì)法制工作委員會(huì)副主任喬曉陽(yáng)、胡康生在九屆全國(guó)人大三次會(huì)議舉行的記者招待會(huì)上,就全國(guó)人大及其常委會(huì)的立法工作回答了中外記者的提問(wèn)。中央電視臺(tái)記者:據(jù)報(bào)道,從1979年到現(xiàn)在,我國(guó)已經(jīng)制定了300多件法律以及與法律有關(guān)問(wèn)題的決定,為什么到這次代表大會(huì)才制定規(guī)范立法活動(dòng)本身的立法法,是否可以說(shuō)中國(guó)這20多年來(lái)的立法活動(dòng)是在沒(méi)有法律規(guī)范的情況下進(jìn)行的?喬曉陽(yáng):并不是在制定立法法之前我國(guó)的立法活動(dòng)完全處在沒(méi)有規(guī)范的狀態(tài)。我國(guó)的憲法和有關(guān)法律,如全國(guó)人大組織法、全國(guó)人大及其常委會(huì)的兩個(gè)議事規(guī)則、地方人大和地方政府組織法,其中對(duì)立法權(quán)限、立法程序、立法的備案
