志愿者激勵機制法制化研究

【摘要】：志愿者激勵機制法制化是依法治國的內在要求,也是推動志愿服務事業(yè)健康發(fā)展的重要抓手。我國現行地方立法中有關志愿者激勵機制的內容多為原則性規(guī)定,缺乏針對性和操作性,而志愿服務事業(yè)發(fā)達國家通過立法已經建立起一套完備的志愿者激勵機制。參酌國外立法經驗,志愿者激勵機制應由內在的制度構成和外在的運行支撐兩方面組成。我國應當盡快制定志愿服務法并建立高效的志愿者激勵機制,在制度構成上建立志愿者認同、獎勵和發(fā)展制度,在運行支撐上建立科學合理的考評體系、公平公正公開的考核程序以及暢通的激勵核查機制。
[Abstract]:The legalization of volunteer incentive mechanism is the inherent requirement of ruling the country according to law, and it is also an important hand to promote the healthy development of volunteer service. The content of volunteer incentive mechanism in current local legislation of our country is mostly principle regulation, lack of pertinence and operability, and the developed countries of voluntary service have established a set of complete volunteer incentive mechanism through legislation. Taking foreign legislative experience into account, the incentive mechanism of volunteers should be composed of two aspects: internal system composition and external operation support. China should formulate the voluntary service law as soon as possible and establish an efficient volunteer incentive mechanism, establish a system of volunteer identification, reward and development in system composition, and establish a scientific and reasonable evaluation system in terms of operational support. Fair, fair and open examination procedures and smooth incentive verification mechanism.
