【摘要】：精準扶貧視域下農(nóng)業(yè)生態(tài)補償應(yīng)該秉承必須實現(xiàn)補償目的原則、必須富有成效的原則和必須實現(xiàn)公平公正的原則。精準扶貧視域下影響農(nóng)業(yè)生態(tài)補償?shù)囊蛩匕�括自然生態(tài)因素、經(jīng)濟發(fā)展因素、國民意識因素和機制運行因素。精準扶貧視域下應(yīng)該建立科學的農(nóng)業(yè)生態(tài)補償財政轉(zhuǎn)移支付制度,健全農(nóng)業(yè)生態(tài)環(huán)境保護的綠色稅制,培育可持續(xù)的農(nóng)業(yè)發(fā)展制度,完善農(nóng)業(yè)生態(tài)標簽制度,健全農(nóng)業(yè)生態(tài)補償保障制度才能促使農(nóng)業(yè)生態(tài)補償機制發(fā)揮作用。
[Abstract]:From the perspective of precision poverty alleviation, agricultural ecological compensation should adhere to the principle of must realize the purpose of compensation, must be fruitful and must realize the principle of fairness and justice. The factors affecting agroecological compensation from the perspective of precision poverty alleviation include natural ecological factors, economic development factors, national consciousness factors and mechanism operation factors. From the perspective of precision poverty alleviation, we should establish a scientific system of financial transfer payment for agricultural ecological compensation, perfect the green tax system for the protection of agricultural ecological environment, cultivate a sustainable agricultural development system, and perfect the agricultural ecological label system. Only by perfecting the guarantee system of agricultural ecological compensation can we promote the mechanism of agricultural ecological compensation to play a role.
