【摘要】：美國退出《巴黎協(xié)定》給全球應對氣候變化帶來重大影響,也對全球新能源發(fā)展產生不可回避的作用。正確理解美國退出《協(xié)定》后的新能源政策,需要避免"三個誤讀",更要避開美國退出《協(xié)定》對全球新能源發(fā)展?jié)摬氐?陷阱"。一旦落入"美國不發(fā)展新能源,我們也不行動"這種向美國看齊的思維偏差,他國(尤其是發(fā)展中國家)的新能源未來乃至能源獨立與安全都將遇到挑戰(zhàn)。中國的人口、能源基礎與經(jīng)濟轉型的重大歷史任務,決定了符合國情的新能源發(fā)展之路。中國積極穩(wěn)妥的新能源戰(zhàn)略不會因美國退出《協(xié)定》而動搖,但中美兩國新能源協(xié)作的遠景依然值得期待。
[Abstract]:The withdrawal of the United States from the Paris Agreement has had a significant impact on the global response to climate change and has had an unavoidable effect on the global development of new energy sources. In order to correctly understand the new energy policy of the United States after its withdrawal from the Agreement, it is necessary to avoid "three misunderstandings" and, more importantly, to avoid the "trap" hidden by the withdrawal of the United States from the Agreement on the development of new energy resources in the world. Once we fall into the "America does not develop new energy, we do not act" thinking deviation, other countries (especially developing countries) of new energy future and energy independence and security will be challenged. China's population, energy base and major historical tasks of economic transformation determine the development of new energy in accordance with the national conditions. China's positive and sound new energy strategy will not be shaken by the withdrawal of the United States from the Agreement, but the prospect of new energy cooperation between China and the United States is still to be expected.
