【摘要】：隨著全球化經(jīng)濟(jì)的不斷推進(jìn),我國企業(yè)將面臨著各種各樣的市場經(jīng)濟(jì)環(huán)境、市場競爭和市場風(fēng)險(xiǎn)增加的威脅。在這種環(huán)境下,要求我國企業(yè)必須高度重視所面臨的各種風(fēng)險(xiǎn)不確定性,因此急需企業(yè)加強(qiáng)和完善企業(yè)的內(nèi)部控制運(yùn)行體系的建設(shè)。加強(qiáng)和完善企業(yè)的內(nèi)部控制管理以防范和控制各項(xiàng)風(fēng)險(xiǎn)成為了一個(gè)企業(yè)持續(xù)發(fā)展的必經(jīng)之路。電力企業(yè)作為我國的基礎(chǔ)性行業(yè),其運(yùn)行狀況受到了社會(huì)的廣泛關(guān)注。國家電網(wǎng)公司提出“三集五大”的建設(shè)標(biāo)準(zhǔn)后,對子公司的經(jīng)營管理提出了更高的要求,之前所建立的內(nèi)部控制體系已經(jīng)不能適應(yīng)新的環(huán)境,因此對A供電公司的內(nèi)部控制體系進(jìn)行優(yōu)化已經(jīng)勢在必行。本文首先介紹了內(nèi)部控制的研究背景和國內(nèi)外研究現(xiàn)狀,詳細(xì)介紹內(nèi)部控制的理論以及建設(shè)內(nèi)部控制體系的原則,為之后的A供電公司內(nèi)部控制體系優(yōu)化研究奠定基礎(chǔ)。以A供電公司為例,分析了該公司的基本狀況,并介紹了目前供電公司對內(nèi)部控制體系的管理情況,同時(shí)還從內(nèi)控環(huán)境、風(fēng)險(xiǎn)評估、控制活動(dòng)、信息與溝通、內(nèi)部監(jiān)督五個(gè)方面介紹了A供電公司的內(nèi)部控制現(xiàn)狀。接著分別從五個(gè)方面對A供電公司的內(nèi)部控制體系存在的問題進(jìn)行了分析,指出存在的財(cái)務(wù)數(shù)據(jù)資料不真實(shí)、獎(jiǎng)勵(lì)制度效果不理想等17項(xiàng)問題。最后針對性A供電公司的內(nèi)部控制體系所提出的問題進(jìn)行了優(yōu)化,提出完善內(nèi)控體系、引進(jìn)現(xiàn)代企業(yè)法人治理結(jié)構(gòu)、建立電力設(shè)備資產(chǎn)全壽命周期管理等17項(xiàng)優(yōu)化舉措,并根據(jù)優(yōu)化結(jié)果,從組織人員、信息技術(shù)、運(yùn)行機(jī)制和考核機(jī)制四個(gè)方面提出保障內(nèi)部控制體系優(yōu)化的方法,保證內(nèi)部控制體系優(yōu)化工作能使順利實(shí)行。
[Abstract]:With the development of global economy, Chinese enterprises will face the threat of various market economy environment, market competition and increased market risk. In this environment, enterprises in our country must attach great importance to the uncertainty of risk, so it is urgent for enterprises to strengthen and perfect the construction of internal control operation system. Strengthening and perfecting the internal control management to prevent and control the risks has become the only way for the sustainable development of an enterprise. As the basic industry of our country, electric power enterprises have received wide attention from the society. After the State Grid Company put forward the construction standards of "three sets and five big", it put forward higher requirements to the management of subsidiary companies. The internal control system established before can no longer adapt to the new environment. Therefore, it is imperative to optimize the internal control system of A power supply company. This paper first introduces the research background of internal control and the current research situation at home and abroad, introduces the theory of internal control and the principles of building internal control system in detail, which lays a foundation for the optimization of internal control system in A power supply company. Taking A power supply company as an example, this paper analyzes the basic situation of the company, and introduces the management of the internal control system of the power supply company at present. At the same time, it also introduces the internal control environment, risk assessment, control activities, information and communication. The internal control status of A power supply company is introduced in five aspects of internal supervision. Then the paper analyzes the problems in the internal control system of A power supply company from five aspects, and points out that the financial data is not true and the effect of reward system is not satisfactory. Finally, the paper optimizes the internal control system of A power supply company, and puts forward 17 optimization measures, such as perfecting the internal control system, introducing the corporate governance structure of modern enterprises, establishing the life cycle management of power equipment assets, etc. According to the optimization results, this paper puts forward the methods to ensure the optimization of internal control system from the aspects of organization personnel, information technology, operation mechanism and examination mechanism, so as to ensure that the optimization of internal control system can be carried out smoothly.
