【摘要】：工業(yè)園區(qū)是政府主導(dǎo)的公共產(chǎn)業(yè)平臺(tái),是促進(jìn)地區(qū)經(jīng)濟(jì)發(fā)展的排頭兵,是引導(dǎo)經(jīng)濟(jì)轉(zhuǎn)型的試驗(yàn)田。上世紀(jì)末,隨著國(guó)家西部大開發(fā)戰(zhàn)略的實(shí)施,工業(yè)園區(qū)首次進(jìn)入了烏海市決策者的視線,隨之拉開了工業(yè)園區(qū)發(fā)展的序幕。管理創(chuàng)新是烏海市海南工業(yè)園響應(yīng)國(guó)家推進(jìn)經(jīng)濟(jì)發(fā)展方式和經(jīng)濟(jì)結(jié)構(gòu)調(diào)整的必然選擇,是推動(dòng)海南工業(yè)園走可持續(xù)發(fā)展的重要切入點(diǎn)和著力點(diǎn),是促進(jìn)海南區(qū)工業(yè)變大變強(qiáng)的戰(zhàn)略舉措。當(dāng)前,海南工業(yè)園正處在突破發(fā)展的關(guān)鍵時(shí)期,如何加強(qiáng)對(duì)園區(qū)的統(tǒng)籌規(guī)劃,加快園區(qū)轉(zhuǎn)型升級(jí),完善園區(qū)管理制度和服務(wù)體系,進(jìn)一步增強(qiáng)園區(qū)綜合實(shí)力成為海南工業(yè)園面對(duì)新形勢(shì)的重要任務(wù)。本文試通過對(duì)海南工業(yè)園的管理創(chuàng)新,努力將海南工業(yè)園建設(shè)成為創(chuàng)業(yè)創(chuàng)新的集聚區(qū)、新型工業(yè)化發(fā)展的引領(lǐng)區(qū)、高水平營(yíng)商環(huán)境的示范區(qū)、和體制創(chuàng)新的先行區(qū),同時(shí)推進(jìn)供給側(cè)結(jié)構(gòu)性改革,形成海南區(qū)經(jīng)濟(jì)增長(zhǎng)的新動(dòng)力。本文通過文獻(xiàn)檔案資料的整理以及對(duì)天津市南港工業(yè)區(qū)的實(shí)地考察,歸納總結(jié)當(dāng)前國(guó)內(nèi)先進(jìn)工業(yè)園區(qū)的管理模式和成功經(jīng)驗(yàn),并根據(jù)烏海市海南工業(yè)園的實(shí)際情況,分析處于經(jīng)濟(jì)增速換擋期、結(jié)構(gòu)調(diào)整陣痛期的海南工業(yè)園管理創(chuàng)新的具體措施,提出促進(jìn)工業(yè)園發(fā)展的相應(yīng)建議。
[Abstract]:Industrial Park is a government-led public industry platform, a vanguard to promote regional economic development, and an experimental field to guide economic transformation. At the end of last century, with the implementation of the strategy of western development, the industrial park first entered the line of sight of the decision-makers in Wuhai City, and then opened the prelude to the development of the industrial park. Management innovation is the inevitable choice of Wuhai Hainan Industrial Park in response to the national economic development mode and economic structure adjustment, is an important entry point and focus to promote the sustainable development of Hainan Industrial Park. It is the strategic move that promotes the industry of Hainan district to become bigger and stronger. At present, Hainan Industrial Park is in a critical period of breakthrough and development. How to strengthen the overall planning of the park, accelerate the transformation and upgrading of the park, and improve the management system and service system of the park, Further strengthening the comprehensive strength of the park has become an important task for Hainan Industrial Park to face the new situation. Through the management innovation of Hainan Industrial Park, this paper tries to build Hainan Industrial Park into an agglomeration area for entrepreneurial innovation, a leading area for the development of new industrialization, a demonstration area for a high level business environment, and a leading area for system innovation. At the same time, promote structural reform on the supply side, forming a new impetus for economic growth in Hainan. This paper summarizes the management mode and successful experience of the advanced industrial park in China, and according to the actual situation of the Hainan Industrial Park in Wuhai City, through the collation of the documents and archives and the field investigation of the Nangang Industrial Park in Tianjin, and summarizes the current management mode and successful experience of the advanced industrial park in China. This paper analyzes the concrete measures for the management innovation of Hainan Industrial Park in the period of economic growth shift and structural adjustment and pains, and puts forward corresponding suggestions to promote the development of industrial park.
