【摘要】：在闡明科技成果向生產(chǎn)力轉(zhuǎn)化的重要性基礎(chǔ)上,針對(duì)科技成果轉(zhuǎn)化率不足的問(wèn)題,探索我國(guó)大型國(guó)有企業(yè)集團(tuán)如何利用統(tǒng)計(jì)監(jiān)測(cè)與評(píng)估考核等手段來(lái)促進(jìn)科技成果轉(zhuǎn)化的工作思路與方法;并以中國(guó)海洋石油總公司(簡(jiǎn)稱中國(guó)海油)為例,通過(guò)系列研究提出一套集團(tuán)科技成果轉(zhuǎn)化評(píng)估考核的體系,包括對(duì)科技項(xiàng)目分類定義及制定相應(yīng)的成果轉(zhuǎn)化評(píng)判標(biāo)準(zhǔn)、對(duì)不同企業(yè)設(shè)定差異化考核目標(biāo)、采取滾動(dòng)評(píng)估與考核方法,以及成員企業(yè)成果轉(zhuǎn)化率考核成績(jī)測(cè)算方法等。采用此評(píng)估體系對(duì)中國(guó)海油集團(tuán)所屬成員企業(yè)科技成果進(jìn)行評(píng)估與考核9年來(lái),評(píng)估體系不斷完善、科技成果轉(zhuǎn)化率數(shù)據(jù)不斷提升,說(shuō)明該評(píng)估方法在促進(jìn)科技成果轉(zhuǎn)化方面起到有效推動(dòng)作用,對(duì)同類大型企業(yè)集團(tuán)有一定借鑒和參考。
[Abstract]:On the basis of expounding the importance of transforming scientific and technological achievements into productive forces, aiming at the problem of insufficient conversion rate of scientific and technological achievements, To explore how large state-owned enterprise groups in China use statistical monitoring and assessment to promote the transformation of scientific and technological achievements, and take the China National Offshore Oil Corporation (CNOOC) as an example. Through a series of studies, this paper puts forward a set of evaluation system for the transformation of scientific and technological achievements in the Group, including the classification and definition of scientific and technological projects, the formulation of corresponding criteria for evaluating the transformation of scientific and technological achievements, and the establishment of differentiated assessment objectives for different enterprises. Adopt rolling evaluation and assessment method, as well as member enterprise achievement conversion test results measurement method. In the past nine years, the evaluation system has been continuously improved, and the conversion data of scientific and technological achievements have been continuously improved, using this evaluation system to evaluate and assess the scientific and technological achievements of the member enterprises of China Sea Oil Group. It is shown that the evaluation method plays an effective role in promoting the transformation of scientific and technological achievements and can be used for reference by similar large enterprise groups.
