【摘要】：智庫(kù)作為公共政策研究機(jī)構(gòu),在提升決策科學(xué)化和民主化方面發(fā)揮著重要作用,已得到世界各國(guó)的普遍認(rèn)可。資金可以說(shuō)是任何一個(gè)機(jī)構(gòu)生存與發(fā)展的物質(zhì)基礎(chǔ)。美國(guó)智庫(kù)不僅發(fā)展歷史悠久,且在數(shù)量和質(zhì)量上都具有他國(guó)無(wú)可比擬的優(yōu)勢(shì),美國(guó)智庫(kù)之所以能夠穩(wěn)居領(lǐng)先地位,與其多渠道的資金來(lái)源、嚴(yán)謹(jǐn)?shù)馁Y金管理、鼓勵(lì)性的政策措施以及特殊的人員構(gòu)成等不無(wú)關(guān)系。研究美國(guó)智庫(kù)資金籌集和管理的有益經(jīng)驗(yàn),結(jié)合我國(guó)困境,在未來(lái)的智庫(kù)建設(shè)中,可以進(jìn)一步開拓資金籌集渠道、優(yōu)化成果推銷方式、盤活資金使用制度并完善稅收優(yōu)惠政策,以資金為切入點(diǎn),提升我國(guó)智庫(kù)運(yùn)行質(zhì)量。
[Abstract]:As a public policy research institution, think-tank plays an important role in promoting scientific and democratic decision-making. Capital can be said to be the material basis for the survival and development of any institution. The United States think tanks not only have a long history of development, but also have unparalleled advantages in terms of quantity and quality. The reason why American think tanks are able to take the lead steadily, rather than their multi-channel sources of funding and rigorous fund management, Encouraging policies and measures as well as special personnel composition and so on are not unrelated. By studying the beneficial experience of raising funds and managing funds of American think tanks and combining the difficulties of our country, we can further open up channels for raising funds, optimize the ways of selling results, activate the system of using funds, and perfect the preferential tax policies in the construction of think tanks in the future. Take the fund as the breakthrough point, enhances our country think-tank to run the quality.
