【摘要】：隨著“互聯(lián)網(wǎng)+”和全球化時(shí)代的到來(lái),國(guó)際國(guó)內(nèi)環(huán)境變得日益復(fù)雜。國(guó)家的政策能力以及智庫(kù)發(fā)展水平已成為衡量國(guó)家治理體系和治理能力現(xiàn)代化水平的標(biāo)準(zhǔn),由于提升智庫(kù)對(duì)公共政策決策的影響力已經(jīng)成為提升國(guó)家政策能力的重要手段,加之,信息量擴(kuò)張性的增長(zhǎng)使得智庫(kù)應(yīng)對(duì)復(fù)雜信息環(huán)境的作用越來(lái)越突出,并將其納入到衡量國(guó)家“軟實(shí)力”水平的重要因素,所以當(dāng)前我們要特別重視加強(qiáng)智庫(kù)建設(shè)。2015年1月20日,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)的《關(guān)于加強(qiáng)中國(guó)特色新型智庫(kù)建設(shè)的意見(jiàn)》強(qiáng)調(diào)了中國(guó)特色新型智庫(kù)的重要地位,是建立健全決策咨詢制度的前提條件。而當(dāng)前我國(guó)正處在“三期疊加”的特殊時(shí)期,面對(duì)日趨復(fù)雜的新形勢(shì)、新問(wèn)題及發(fā)展的不確定性等問(wèn)題,政府急需加強(qiáng)與完善中國(guó)特色新型智庫(kù)建設(shè),補(bǔ)缺在信息、時(shí)間和專業(yè)知識(shí)思想等方面的短板,進(jìn)行創(chuàng)新性、科學(xué)性和前瞻性的理論研究。為此,本文通過(guò)借鑒智庫(kù)的相關(guān)理論,運(yùn)用邏輯分析、文獻(xiàn)分析及比較研究的方法,分析中國(guó)特色新型智庫(kù)在建設(shè)中存在的突出問(wèn)題,力圖探索出中國(guó)特色新型智庫(kù)建設(shè)的新路徑以提升其對(duì)公共政策的影響力。論文首先通過(guò)對(duì)智庫(kù)的相關(guān)資料的分析、整理與研究,界定了中國(guó)特色新型智庫(kù)的內(nèi)涵。其次,對(duì)加強(qiáng)中國(guó)特色新型智庫(kù)建設(shè)的重要性與必要性加以分析。再次,分析了中國(guó)特色新型智庫(kù)建設(shè)中所存在的突出問(wèn)題:中國(guó)特色新型智庫(kù)自身存在的缺陷;中國(guó)特色新型智庫(kù)管理機(jī)制不完善;中國(guó)特色新型智庫(kù)制度環(huán)境制約;中國(guó)特色新型智庫(kù)的國(guó)際化水平不高,半開(kāi)放式的發(fā)展模式制約智庫(kù)國(guó)際影響力的提升。最后,針對(duì)其存在的問(wèn)題探討了解決對(duì)策,宏觀上,營(yíng)造中國(guó)特色新型智庫(kù)健康發(fā)展的環(huán)境氛圍:1.堅(jiān)持黨的領(lǐng)導(dǎo),把握正確方向,形成特色鮮明中國(guó)特色新型智庫(kù);2.堅(jiān)持圍繞中心、服務(wù)大局,不斷促進(jìn)社會(huì)穩(wěn)定與發(fā)展;3.堅(jiān)持科學(xué)精神、鼓勵(lì)大膽創(chuàng)新,不斷推動(dòng)科學(xué)進(jìn)步與理論發(fā)展;4.堅(jiān)持“四個(gè)全面”戰(zhàn)略布局,為實(shí)現(xiàn)中國(guó)特色新型智庫(kù)建設(shè)提供目標(biāo)導(dǎo)向。微觀上,加強(qiáng)中國(guó)特色新型智庫(kù)自身建設(shè);完善中國(guó)特色新型智庫(kù)管理機(jī)制;建立和完善智庫(kù)生存與發(fā)展的制度安排;擴(kuò)展智庫(kù)研究的全球性視野,重塑世界話語(yǔ)權(quán)。得出的結(jié)論只有充分了解中國(guó)特色新型智庫(kù)發(fā)展中所存在的突出問(wèn)題,才能從根源上找出制約中國(guó)特色新型智庫(kù)發(fā)展的因素,并從根本上引導(dǎo)和促進(jìn)中國(guó)特色新型智庫(kù)健康良性的發(fā)展。希望通過(guò)本文的研究與分析,能夠?qū)Υ龠M(jìn)中國(guó)特色新型智庫(kù)向國(guó)際一流水平發(fā)展起到一定的借鑒意義。
[Abstract]:With the advent of the Internet and globalization, the international and domestic environment has become increasingly complex. The country's policy capacity and the level of development of think tanks have become the standard for measuring the modernization of the country's governance system and governance capacity. As a result of enhancing the influence of think tanks on public policy decisions, it has become an important means to enhance the country's policy capacity. In addition, the expansion of information makes the role of think tanks in dealing with the complex information environment more and more prominent, and includes it as an important factor in measuring the level of "soft power" of a country. Therefore, at present, we should pay special attention to strengthening the construction of think tanks. On 20 January 2015, the opinions on strengthening the Construction of New Type think tanks with Chinese characteristics, issued by the General Office of the CPC Central Committee and the General Office of the State Council, emphasized the importance of the new type of think tanks with Chinese characteristics. It is the precondition of establishing and perfecting the decision-making consultation system. At present, our country is in a special period of "three phases superposition". In the face of the increasingly complex new situation, new problems and uncertainties in development, the government urgently needs to strengthen and perfect the construction of a new type of think-tank with Chinese characteristics, and fill the gap in information. Time and expertise, etc., for innovative, scientific, and forward-looking theoretical research. Therefore, by using the relevant theories of the think-tank, using the methods of logic analysis, literature analysis and comparative research, this paper analyzes the outstanding problems existing in the construction of the new-type think-tank with Chinese characteristics. This paper tries to explore a new path to the construction of new think-tanks with Chinese characteristics in order to enhance their influence on public policy. Firstly, the paper defines the connotation of the new think-tank with Chinese characteristics through the analysis, collation and research of the relevant data of the think-tank. Secondly, it analyzes the importance and necessity of strengthening the construction of new type think-tank with Chinese characteristics. Thirdly, the paper analyzes the outstanding problems in the construction of the new-type think-tank with Chinese characteristics: the defects of the new-type think-tank with Chinese characteristics, the imperfect management mechanism of the new-type think-tank with Chinese characteristics, the restriction of the institutional environment of the new-type think-tank with Chinese characteristics; The international level of the new think-tank with Chinese characteristics is not high, and the semi-open development mode restricts the international influence of the think-tank. Finally, in view of its existence question, discussed the solution countermeasure, macroscopically, constructs the Chinese characteristic new type think-tank healthy development environment atmosphere: 1. Adhere to the Party's leadership, grasp the correct direction, and form a new type of think-tank with distinctive Chinese characteristics. Adhere to the center, serve the overall situation, and continue to promote social stability and development. Adhere to the spirit of science, encourage bold innovation, and continue to promote scientific progress and theoretical development. Adhere to the "four-round" strategic layout, for the realization of a new type of think tank with Chinese characteristics to provide a goal-oriented. At the micro level, we should strengthen the self-construction of the new-type think-tank with Chinese characteristics, perfect the management mechanism of the new-type think-tank with Chinese characteristics, establish and perfect the institutional arrangement for the survival and development of the think-tank, expand the global perspective of the research of the think-tank, and reshape the world's right to speak. Only by fully understanding the outstanding problems existing in the development of the new type of think-tank with Chinese characteristics can we find out the factors that restrict the development of the new type of think-tank with Chinese characteristics from the source. And fundamentally guide and promote the healthy development of a new type of think-tank with Chinese characteristics. It is hoped that the research and analysis of this paper will be helpful to promote the development of the new think-tank with Chinese characteristics to the international first-class level.
