【摘要】：自1998年,中國人民銀行跨行政區(qū)域設(shè)置的九家大區(qū)分行相繼成立,標(biāo)志著中國人民銀行體制改革取得了實(shí)質(zhì)進(jìn)展,新的中央銀行管理體制框架基本形成。但是,隨著金融體制改革的深入和金融市場的發(fā)展,現(xiàn)行體制機(jī)制仍然不能適應(yīng)新形勢下中國人民銀行依法履行職責(zé)的需要,且與金融機(jī)構(gòu)業(yè)務(wù)發(fā)展也不相適應(yīng)。本文立足成都市,主要研究中國人民銀行的管理體制設(shè)置及存在的缺陷,采取比較研究和個(gè)案研究方法,具有非常重要的理論意義和實(shí)踐意義。中央銀行的管理體制主要體現(xiàn)在中央銀行制度、中央銀行獨(dú)立性和中央銀行金融監(jiān)管,中央銀行獨(dú)立性是中央銀行制度設(shè)立的基礎(chǔ)和后果,中央銀行金融監(jiān)管是中央銀行制度的派生職能,三者是相互聯(lián)系,相互作用。本文通過對中央銀行制度、中央銀行獨(dú)立性和中國人民銀行制度作為中央銀行管理體制的重要部分的闡述,比較美國聯(lián)邦儲備銀行、歐洲中央銀行、英格蘭銀行、日本銀行制度四種中央銀行管理體制的差異,分析其優(yōu)劣。結(jié)合中國國情,梳理了中國人民銀行管理體制改革歷程,通過對比分析,為中國人民銀行管理體制設(shè)置提供充分依據(jù)。發(fā)現(xiàn)中國人民銀行的管理體制主要存在四個(gè)方面的問題：中國人民銀行相對獨(dú)立性、監(jiān)管職能分離后的金融監(jiān)管、機(jī)構(gòu)設(shè)置以及基層支行職能定位的問題。針對存在的問題,提出了改革建議：要進(jìn)一步增強(qiáng)中國人民銀行的獨(dú)立性；強(qiáng)化中國人民銀行的金融監(jiān)管效能；合理確定中國人民銀行機(jī)構(gòu)設(shè)置；努力提升基層支行履職能力。
[Abstract]:Since 1998, nine regional branches of the people's Bank of China have been set up across administrative regions, marking the substantial progress in the reform of the system of the people's Bank of China and the basic formation of a new central bank management system framework. However, with the deepening of the reform of the financial system and the development of the financial market, the current system and mechanism still can not meet the need of the people's Bank of China to perform its duties according to law under the new situation, and it is also incompatible with the business development of the financial institutions. Based on Chengdu, this paper mainly studies the management system setup of the people's Bank of China and its defects, and adopts comparative study and case study method, which has very important theoretical and practical significance. The management system of the central bank is mainly embodied in the central bank system, the independence of the central bank and the financial supervision of the central bank. The independence of the central bank is the foundation and consequence of the establishment of the central bank system. The financial supervision of the central bank is the derivative function of the central bank system. This paper compares the Federal Reserve Bank of the United States, the European Central Bank, the Bank of England, and the people's Bank of China as an important part of the central bank management system, including the central banking system, the independence of the central bank and the people's Bank of China. The differences of four kinds of central bank management system in Japan are analyzed. This paper combs the reform course of the management system of the people's Bank of China according to the national conditions of China, and provides a sufficient basis for the setting up of the management system of the people's Bank of China through comparison and analysis. It is found that there are four main problems in the management system of the people's Bank of China: the relative independence of the people's Bank of China, the financial supervision after the separation of the supervisory functions, the establishment of the institutions and the functional orientation of the grass-roots branches. In view of the existing problems, this paper puts forward some reform suggestions: to further strengthen the independence of the people's Bank of China; to strengthen the effectiveness of the financial supervision of the people's Bank of China; to rationally determine the institutional setting of the people's Bank of China; and to strive to enhance the ability of the grassroots branches to carry out their duties.
