【摘要】：生態(tài)文明建設(shè)是黨的十八大確立的"五大建設(shè)"的重要內(nèi)容,森林資源是生態(tài)文明建設(shè)的關(guān)鍵組成部分,對(duì)順利推進(jìn)生態(tài)文明建設(shè)有著重要影響,森林資源的作用和地位對(duì)森林公安機(jī)關(guān)全體民警都提出了更高的責(zé)任要求。柘榮縣森林公安需要在生態(tài)文明建設(shè)的背景下,發(fā)現(xiàn)自身存在的行政執(zhí)法問(wèn)題,不斷提高行政執(zhí)法地位,加強(qiáng)行政執(zhí)法工作,更好的為生態(tài)文明建設(shè)做貢獻(xiàn)。本文從柘榮縣森林公安行政執(zhí)法的角度,梳理其行政執(zhí)法的現(xiàn)狀,發(fā)現(xiàn)問(wèn)題、探討原因,借鑒國(guó)內(nèi)其他縣(市)改善行政執(zhí)法問(wèn)題的實(shí)踐及啟示,對(duì)柘榮縣森林公安行政行政執(zhí)法問(wèn)題進(jìn)行研究探討,有針對(duì)性的提出加強(qiáng)行政執(zhí)法的對(duì)策建議,本文主要有以下七部分:第一,緒論。該部分包含研究背景和意義、國(guó)內(nèi)外相關(guān)研究、研究思路及方法、研究的主要問(wèn)題、創(chuàng)新和不足。第二,相關(guān)概念界定和理論基礎(chǔ)。對(duì)文中森林公安、行政執(zhí)法、森林資源等相關(guān)概念進(jìn)行界定,并說(shuō)明了文中所使用的治理理論和行為績(jī)效理論。第三,柘榮縣森林公安行政執(zhí)法概述。著重介紹了柘榮縣森林公安行政執(zhí)法制度、執(zhí)法保障、及工作開(kāi)展情況。第四,柘榮縣森林公安行政執(zhí)法存在的問(wèn)題及原因分析。針對(duì)辦案能力、信息化應(yīng)用、管理、監(jiān)督等三方面介紹了柘榮縣森林公安行政執(zhí)法存在的問(wèn)題,從政府對(duì)森林公安行政執(zhí)法作用重視不足、人力資源不足、多頭管理的制度缺陷等方面分析原因。第五,國(guó)內(nèi)其他縣(市)森林公安改善行政執(zhí)法問(wèn)題的實(shí)踐及啟示。第六,加強(qiáng)柘榮縣森林公安行政執(zhí)法的對(duì)策建議。闡述了加強(qiáng)柘榮縣森林公安行政執(zhí)法工作的重要性,然后結(jié)合論文研究?jī)?nèi)容、切合實(shí)際的提出加強(qiáng)柘榮縣森林公安行政執(zhí)法的可行性對(duì)策建議。第七,結(jié)論。本文得出三點(diǎn)結(jié)論:一是,柘榮縣森林公安在行政執(zhí)法工作雖然近年來(lái)取得了一定成績(jī),但存在的問(wèn)題,仍然需要通過(guò)對(duì)行政執(zhí)法研究來(lái)提高柘榮縣森林公安行政執(zhí)法的治理水平和執(zhí)法效率;二是,借鑒其他縣(市)森林公安的改革實(shí)踐,可以為柘榮縣森林公安發(fā)展建設(shè)提供經(jīng)驗(yàn)借鑒,更好的提升柘榮縣森林公安行政執(zhí)法研究;三是,柘榮縣森林公安可以通過(guò)促進(jìn)管理部門對(duì)森林公安執(zhí)法作用的認(rèn)識(shí),積極發(fā)展森林公安信息化建設(shè)等方法加強(qiáng)柘榮縣森林公安行政執(zhí)法工作。
[Abstract]:The construction of ecological civilization is an important part of the "five major construction" established by the 18 National Congress of the Communist Party of China. Forest resources are the key components of the construction of ecological civilization and have an important impact on the smooth promotion of the construction of ecological civilization. The role and status of forest resources have put forward higher responsibility requirements for all the police of forest public security organs. In Zherong County, forest public security officers need to find their own problems of administrative law enforcement under the background of ecological civilization construction. In order to contribute to the construction of ecological civilization, this paper, from the angle of administrative law enforcement of forest public security in Zhelong County, combs the present situation of administrative law enforcement, finds out the problems, and probes into the reasons. Based on the practice and enlightenment of improving administrative law enforcement in other counties (cities) in China, this paper studies and discusses the administrative law enforcement problems of forest public security in Zhelong County, and puts forward countermeasures and suggestions to strengthen administrative law enforcement. This article mainly has the following seven parts: first, the introduction. This part includes the research background and the significance, the domestic and foreign correlation research, the research thought and the method, the research main question, the innovation and the insufficiency. Definition and theoretical basis of relevant concepts. To define the forest public security, administrative law enforcement, forest resources and other related concepts, and explain the governance theory and behavioral performance theory used in the text. Third, An overview of administrative law enforcement of forest public security in Zherong County. The administrative law enforcement system, protection and work of forest public security in Zhelong County are introduced in detail. 4th, The problems and causes of forest public security administrative law enforcement in Zhelong County are analyzed. The problems of forest public security administrative law enforcement in Zhelong County are introduced from three aspects: the ability of handling cases, the application of information technology, the management and supervision. This paper analyzes the reasons from the government's insufficient attention to the role of forest public security administrative law enforcement, the insufficiency of human resources, the defects of the system of many-headed management and so on. 5th, and the practice and enlightenment of other counties (cities) in improving the administrative law enforcement in China. 6th, This paper expounds the importance of strengthening the administrative law enforcement of forest public security in Zhelong County, and then combines with the research contents of the paper. The feasible countermeasures and suggestions for strengthening the administrative law enforcement of forest public security in Zhelong County are put forward. 7th and conclusion. This paper draws three conclusions: first, although the forest public security of Zhelong County has made some achievements in the administrative law enforcement work in recent years, However, the existing problems still need to improve the management level and efficiency of forest public security administrative law enforcement in Zhelong County through the study of administrative law enforcement; second, to learn from the reform practice of forest public security in other counties (cities). It can provide experience and reference for the development and construction of forest public security in Zhelong County, and better enhance the research on the administrative law enforcement of forest public security in Zhelong County. Third, the forest public security in Zhelong County can promote the understanding of the role of forest public security enforcement by the management departments. To strengthen the administrative law enforcement of forest public security in Zherong County by actively developing the information construction of forest public security.
