【摘要】：“創(chuàng)新”已經(jīng)成為當(dāng)今社會(huì)無法避免的話題,為獲得更大的效益,各企業(yè)希望通過創(chuàng)新的方式來進(jìn)一步提高經(jīng)濟(jì)增長速度。一方面是在管理、組織和策略上進(jìn)行創(chuàng)新,另一方面從設(shè)計(jì)和技術(shù)創(chuàng)新入手。近年來,一些中小企業(yè)也逐漸意識(shí)到并加入創(chuàng)新的行列。創(chuàng)新是商品化催生出來的產(chǎn)物,在市場經(jīng)濟(jì)海嘯不斷抬升的作用下,唯有不斷地創(chuàng)新,才能使企業(yè)具有較長的生命周期。創(chuàng)新也猶如可控硅中的基極,其微弱的觸發(fā)信號(hào)便可疏通集電極和發(fā)射極,使數(shù)以萬倍計(jì)流量的電流通過。在市場經(jīng)濟(jì)化的今天,沒有競爭,企業(yè)就會(huì)失去前進(jìn)的動(dòng)力,停滯不前;同理,沒有創(chuàng)新,企業(yè)就會(huì)喪失發(fā)展的活力,原地踏步,終歸會(huì)被淘汰。不管是發(fā)展科學(xué)技術(shù)還是提高社會(huì)生產(chǎn)力的發(fā)展水平,都離不開創(chuàng)新,同時(shí),要想社會(huì)經(jīng)濟(jì)增長速度又快又穩(wěn),也必須以技術(shù)創(chuàng)新為依托。本文主要從以下方面進(jìn)行闡述:首先調(diào)查浙江省科技進(jìn)步狀況,了解浙江省開展技術(shù)創(chuàng)新工作的成果,闡明建立浙江省企業(yè)技術(shù)創(chuàng)新效率評(píng)價(jià)的必要性,確定了課題的研究方向。其次歸納了技術(shù)創(chuàng)新的概念、技術(shù)創(chuàng)新效率理論、國內(nèi)外學(xué)者對(duì)創(chuàng)新效率的理解與實(shí)證,對(duì)創(chuàng)新效率的影響因素相關(guān)文獻(xiàn)進(jìn)行了整理與分析。發(fā)現(xiàn):迄今為止,浙江省還沒有可供借鑒的“創(chuàng)新效率是如何影響企業(yè)經(jīng)濟(jì)績效或盈利能力”這一問題具體的案例。通過對(duì)采用DEA方法的技術(shù)創(chuàng)新效率進(jìn)行研究,明確DEA方法對(duì)評(píng)價(jià)企業(yè)技術(shù)創(chuàng)新效率的適應(yīng)性,決定采用CCR、BCC、CCR超效率等模型來評(píng)價(jià)浙江省企業(yè)技術(shù)創(chuàng)新效率。以2005年-2015年10年間的國內(nèi)及浙江省的科技統(tǒng)計(jì)數(shù)據(jù)為基礎(chǔ),選取科學(xué)研究與試驗(yàn)發(fā)展活動(dòng)的人員勞務(wù)費(fèi)、原材料費(fèi)、固定資產(chǎn)構(gòu)建費(fèi)、管理費(fèi)及其他費(fèi)用、引進(jìn)技術(shù)經(jīng)費(fèi)、消化吸收經(jīng)費(fèi)、購買國外技術(shù)經(jīng)費(fèi)和技術(shù)改造經(jīng)費(fèi)等作為財(cái)力資源投入指標(biāo);選取參加RD項(xiàng)目人員、研究人員、應(yīng)用研究人員、試驗(yàn)發(fā)展人員作為人力資源投入指標(biāo);選取企業(yè)開發(fā)的項(xiàng)目數(shù)以及新產(chǎn)品開發(fā)數(shù)作為企業(yè)資源投入指標(biāo);選取專利申請(qǐng)數(shù)、發(fā)明專利數(shù)、有效發(fā)明專利數(shù)、專利所有權(quán)轉(zhuǎn)讓及許可數(shù)、形成國家或行業(yè)標(biāo)準(zhǔn)數(shù)作為科技成果的產(chǎn)出指標(biāo);選取最能體現(xiàn)產(chǎn)業(yè)成果產(chǎn)出的主營業(yè)務(wù)收入、利潤總額、新產(chǎn)品產(chǎn)值、新產(chǎn)品銷售收入作為產(chǎn)業(yè)成果產(chǎn)出指標(biāo),分別考察浙江省企業(yè)的技術(shù)創(chuàng)新效率,并建立指標(biāo)體系框架,對(duì)浙江省企業(yè)技術(shù)創(chuàng)新效率進(jìn)行實(shí)證分析。主要對(duì)浙江省企業(yè)技術(shù)創(chuàng)新的有效性、規(guī)模收益、綜合效率和超效率四個(gè)方面進(jìn)行分析,將分析得出的DEA結(jié)果加以判斷應(yīng)用,找出浙江省企業(yè)技術(shù)創(chuàng)新無效的因素。最后對(duì)提高浙江省企業(yè)技術(shù)創(chuàng)新能力提出相應(yīng)的對(duì)策。分別從優(yōu)化配置技術(shù)創(chuàng)新資源、拉近地區(qū)間技術(shù)創(chuàng)新的距離、增強(qiáng)企業(yè)技術(shù)創(chuàng)新的實(shí)施力度、激活以中小企業(yè)為技術(shù)創(chuàng)新的主體、全面提高企業(yè)自主創(chuàng)新的能力、注重企業(yè)技術(shù)創(chuàng)新成果的轉(zhuǎn)化、推動(dòng)制造業(yè)科技升級(jí)等七個(gè)方面,提出推動(dòng)企業(yè)技術(shù)創(chuàng)新、促進(jìn)經(jīng)濟(jì)增長的措施。
[Abstract]:"Innovation" has become an inevitable topic, in order to obtain greater benefits, the enterprises hope that through innovative ways to further improve the speed of economic growth. On the one hand, management innovation, organization and strategy, on the other hand, starting from the design and technical innovation. In recent years, a number of small and medium-sized enterprises have gradually to join the ranks of innovation. Innovation is the product commercialization created, in the market economic tsunami rising by only continuous innovation can enable the enterprise to have a longer life cycle. It can control the base like innovation in silicon, the weak trigger signal for dredging the collector and emitter. The tens of thousands of times the current flow through the meter. There is no competition in the market economy today, the enterprise will lose power, advance stalled; similarly, there is no innovation, the enterprise will lose the development. Force, marking time, will be eliminated. Whether the development of science and technology and improve the level of development of social productive forces, all cannot do without innovation, at the same time, to speed economic growth fast and stable, also must rely on technological innovation. This paper mainly elaborates from the following aspects: first survey of scientific and technological progress in Zhejiang province understand the situation, to carry out technical innovation achievements in Zhejiang Province, to clarify the necessity to establish the evaluation efficiency of technological innovation of enterprises in Zhejiang Province, to determine the research direction of the paper. Secondly it summarizes the concept of technological innovation, technological innovation efficiency theory, domestic and foreign scholars to understand and Practice on the innovation efficiency, the collation and analysis of relevant literature factors affecting the efficiency of innovation. It is found that: so far, Zhejiang has not the reference "innovation efficiency is how to affect the enterprise economic performance or profitability of the specific problem The case. Based on the research by the method of DEA technology innovation efficiency, clear adaptive DEA method on technology innovation efficiency evaluation of enterprises, decided to use the CCR, BCC, CCR super efficiency model to evaluate the efficiency of technological innovation of enterprises in Zhejiang province. The effect of enterprises in Zhejiang province the efficiency of technological innovation, and establish a framework of index system, empirical analysis of the efficiency of technological innovation of enterprises in Zhejiang province. The main technical innovation of Zhejiang province enterprises effectiveness, scale benefits, comprehensive efficiency and super efficiency analysis of four aspects, the analysis of the DEA results to determine the application, find out the factors of technological innovation in Zhejiang province the enterprise is invalid. Finally, to improve the technological innovation capability of enterprises in Zhejiang province and puts forward the corresponding countermeasures respectively. From optimizing the allocation of resources of innovation, technological innovation closer between regions The distance, enhanced efforts to implement the enterprise technology innovation, activation with small and medium-sized enterprises as the mainstay of technological innovation, improve the ability of independent innovation of enterprises, to pay attention to the transformation of enterprise technological innovation, promote the seven aspects of manufacturing technology upgrade, put forward to promote technological innovation, promote economic growth.
