【摘要】：在社區(qū)參與的研究中,自上而下的行政動(dòng)員與自下而上的公民參與之間的關(guān)系經(jīng)常不甚明了,甚至被認(rèn)為是相互沖突的。本文所要回應(yīng)的問題是:公民在社區(qū)社團(tuán)組織中的參與行為是否能影響其在社區(qū)行政事務(wù)上的可動(dòng)員性。量化研究表明,公民在社區(qū)社團(tuán)組織中的參與能夠?qū)ζ潢P(guān)于社區(qū)行政工作的滿意度、社區(qū)信任水平和行政可動(dòng)員性產(chǎn)生積極的影響。具體而言,社區(qū)公民在社區(qū)社團(tuán)組織中的表現(xiàn)越積極,其對(duì)社區(qū)行政工作的滿意度越高,并擁有更高的社區(qū)信任水平;如此,其在社區(qū)行政事務(wù)中的可動(dòng)員性越高。研究結(jié)論進(jìn)一步確證了社會(huì)資本理論對(duì)于公民自治組織參與和政府績(jī)效關(guān)系假設(shè)的合理性,并證實(shí)了社區(qū)社團(tuán)組織對(duì)于行政動(dòng)員產(chǎn)生功能溢出的可能性。
[Abstract]:In the study of community participation, the relationship between top-down administrative mobilization and bottom-up civic participation is often unclear. The question to be answered in this paper is whether citizens' participation in community organizations can affect their mobilizability in community administration. The participation of citizens in community organizations can have a positive impact on their satisfaction with the work of community administration, the level of community trust and administrative mobilization. In particular, the more positive the performance of community citizens in community organizations, The higher the degree of satisfaction with community administration and the higher the level of community trust; The higher its mobilizability in community administration is, the more reasonable the social capital theory is for the relationship between the participation of autonomous organizations and the performance of government. It also confirms the possibility of functional spillover of community organizations for administrative mobilization.
