【摘要】：中東變局以來(lái),阿曼開(kāi)啟國(guó)家治理轉(zhuǎn)型進(jìn)程。在政治方面,政府?dāng)U大社會(huì)參與,加強(qiáng)政治精英治理能力,注重法治內(nèi)涵建設(shè),并取得公民參與效能提升、行政權(quán)力制衡能力增強(qiáng)、司法與行政分離等成效,但存在參與機(jī)制缺陷、治理權(quán)力極化、轉(zhuǎn)型道路波折等問(wèn)題。在經(jīng)濟(jì)方面,阿曼政府調(diào)整就業(yè)和薪資政策,規(guī)范市場(chǎng)法律準(zhǔn)則,推進(jìn)經(jīng)濟(jì)機(jī)構(gòu)改革,謀劃中長(zhǎng)期經(jīng)濟(jì)目標(biāo),努力降低失業(yè)率、提高市場(chǎng)自由度、增強(qiáng)經(jīng)濟(jì)驅(qū)動(dòng)力。然而,阿曼經(jīng)濟(jì)治理的績(jī)效總體不良,且受到外部國(guó)際市場(chǎng)影響較大。在社會(huì)發(fā)展方面,政府完善治理體系,強(qiáng)化宗教文化的寬容、中正原則,將生態(tài)保護(hù)作為生態(tài)治理的政策基石,但其效能未獲充分體現(xiàn),尤其是應(yīng)對(duì)青年群體崛起的問(wèn)題凸顯。整體而言,阿曼國(guó)家治理仍需主動(dòng)謀變,提升政府、社會(huì)組織和公民個(gè)人等社會(huì)主體的治理能力。
[Abstract]:Since the change in the Middle East, Oman has begun the process of transformation of state governance. In the political aspect, the government has expanded social participation, strengthened the ability of the political elite to govern, paid attention to the construction of the connotation of the rule of law, and achieved the enhancement of the effectiveness of citizen participation. The ability of administrative power to check and balance has been strengthened, and the judicial and administrative system has been separated from each other. However, there are problems such as the deficiencies of the participation mechanism, the polarization of governance power, the twists and turns of the transition path, and so on. Regulate the legal norms of the market, promote the reform of economic institutions, plan for the medium and long term economic goals, strive to reduce the unemployment rate, increase the freedom of the market, and strengthen the economic drive. However, the overall performance of Oman's economic governance is poor. In terms of social development, the government has improved the governance system, strengthened the tolerance of religious culture, and set ecological protection as the cornerstone of ecological governance policy, but its effectiveness has not been fully reflected. As a whole, the governance of Oman still needs to actively seek change and enhance the governance ability of the government, social organizations and individual citizens and other social subjects.
