【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展，天然氣管道建設(shè)的不斷完工，我國的能源消費(fèi)開始進(jìn)入了“天然氣時代”。在天然氣消費(fèi)中，天然氣的價格直接影響著天然氣消費(fèi)量和產(chǎn)業(yè)的發(fā)展。而天然氣管輸定價將會影響著天然氣的價格，所以本文從實(shí)際情況出發(fā)，通過對我國天然氣管輸定價的原理和方法進(jìn)行描述，并對其在現(xiàn)階段的發(fā)展中的不合理性進(jìn)行分析，同時參考美國和西歐的天然氣管輸定價的制定方法，制定出適合我國天然氣管輸定價的方法。 當(dāng)天然氣管線逐漸發(fā)展成管網(wǎng)時，管道的運(yùn)營管理就從單條管線向區(qū)域化運(yùn)營的方向發(fā)展。在區(qū)域化運(yùn)營的過程中，會出現(xiàn)區(qū)域間利益不平衡的情況，，如區(qū)域間的運(yùn)營成本不平衡，地方稅收不均衡等問題。在這種情況下，本文通過對利益不平衡的原因進(jìn)行分析，并結(jié)合我國電網(wǎng)區(qū)域化運(yùn)營的經(jīng)驗(yàn)，設(shè)計出平衡區(qū)域間的利益不平衡的問題的解決方案，并對方案的實(shí)際運(yùn)用進(jìn)行了闡述。 綜上所述，隨著我國經(jīng)濟(jì)的快速發(fā)展和基礎(chǔ)設(shè)施建設(shè)的不斷完善，制定適合于我國天然氣管輸定價方法和天然氣管網(wǎng)區(qū)域間利益平衡方案對我國天然氣產(chǎn)業(yè)健康、良好的發(fā)展具有重要意義。
[Abstract]:With the rapid development of economy, natural gas pipeline construction has completed, China's energy consumption has begun to enter the "natural gas era". The consumption of natural gas, natural gas prices directly affect the development of natural gas consumption and industry. While natural gas pipeline pricing will affect the price of natural gas. This paper describes the principle and method of transmission pricing of natural gas in China, and the current stage of the development of the reasonable analysis method and reference formulation in the United States and Western Europe natural gas pipeline pricing, develop a method suitable for natural gas of our country transportation pricing.
When the natural gas pipeline gradually developed into the pipe network, from a pipeline to regional carriers in the direction of operation and management of pipeline. In the process of regional operation, there will be regional imbalance in the interests of the situation, such as the regional cost imbalance, local tax imbalance and other issues. In this case in this paper, through the analysis of the reasons for the imbalance of interests, and combined with the operation of China's regional power grid experience, design the solution problem of the balance of the regional interests imbalance, and the actual application of the scheme are discussed.
To sum up, with the rapid development of China's economy and the continuous improvement of infrastructure construction, it is very important for China's natural gas industry to develop healthy and good development of China's natural gas industry.
