【摘要】：項(xiàng)目后評價(jià)工作在整個(gè)項(xiàng)目周期中占據(jù)著重要的位置，，國內(nèi)各行業(yè)對項(xiàng)目后評價(jià)工作越來越重視，不斷加強(qiáng)項(xiàng)目后評價(jià)理論方法的研究和應(yīng)用。2004年底，中國石油天然氣集團(tuán)公司為提高加油站項(xiàng)目的項(xiàng)目管理水平和投資收益，提出了開展項(xiàng)目后評價(jià)工作的要求。但是在當(dāng)前的石油企業(yè)中，很多企業(yè)開展的項(xiàng)目后評價(jià)工作都是簡化后評價(jià)，沒有對項(xiàng)目進(jìn)行深入分析評價(jià)。本文旨在以中國石油山東淄博第69加油站為例，首先構(gòu)建一套完整的第69加油站項(xiàng)目后評價(jià)指標(biāo)體系，然后對第69加油站開展詳細(xì)后評價(jià)，發(fā)現(xiàn)問題，為后期開發(fā)的加油站提供借鑒。 在對項(xiàng)目后評價(jià)工作相關(guān)理論進(jìn)行深入研究的基礎(chǔ)上，結(jié)合加油站項(xiàng)目的實(shí)際情況，本文構(gòu)建了第69加油站項(xiàng)目后評價(jià)指標(biāo)體系。在該套項(xiàng)目后評價(jià)指標(biāo)體系中，設(shè)定了前期工作、建設(shè)實(shí)施、生產(chǎn)運(yùn)行、投資與財(cái)務(wù)效益、影響與持續(xù)性五個(gè)一級評價(jià)指標(biāo)，每一個(gè)一級評價(jià)指標(biāo)下又設(shè)立了多項(xiàng)二級評價(jià)指標(biāo)，通過利用層次分析法確定了各指標(biāo)的權(quán)重。以構(gòu)建的第69加油站項(xiàng)目后評價(jià)指標(biāo)體系為依據(jù)，本文對第69加油站進(jìn)行了詳細(xì)后評價(jià)，并利用成功度模糊綜合評價(jià)法對第69加油站進(jìn)行了綜合后評價(jià)。通過對后評價(jià)結(jié)果的分析，總結(jié)第69加油站開發(fā)、建設(shè)、運(yùn)營過程中存在的諸多問題，提煉出有代表性的問題，為后期開發(fā)的加油站提供借鑒，從而提高加油站項(xiàng)目的投資收益。
[Abstract]:Post-project evaluation occupies an important position in the whole project cycle. The domestic industries pay more and more attention to the post-project evaluation, and strengthen the research and application of the theory and method of post-project evaluation at the end of 2004. In order to improve the project management level and investment income of the gas station project, CNPC has put forward the request to carry out the post-project evaluation work. However, in the current oil enterprises, Many enterprises carry out post-project evaluation work is simplified post-evaluation, there is no in-depth analysis and evaluation of the project. The purpose of this paper is to take PetroChina Shandong Zibo No. 69 Gas Station as an example. Firstly, a complete post-evaluation index system of the 69th gas station project is constructed, and then the detailed post-evaluation of the 69th gas station is carried out to find out the problems, which can be used as a reference for the later development of the gas station. On the basis of deep research on the relevant theories of post-project evaluation, combined with the actual situation of the gas station project, this paper constructs the post-evaluation index system of the 69th gas station project. Five primary evaluation indicators, namely, pre-work, construction implementation, production operation, investment and financial benefits, impact and sustainability, have been set up, and several second-level evaluation indicators have been set up under each first-level evaluation index. The weight of each index is determined by using analytic hierarchy process. Based on the post-evaluation index system of the 69th gas station project, the detailed post-evaluation of the 69th gas station is carried out in this paper. Through the analysis of the results of the post-evaluation, many problems in the development, construction and operation of the No. 69 gas station are summarized, and the representative problems are extracted. To provide reference for the later development of the gas station, so as to improve the investment income of the gas station project.
