【摘要】：正農(nóng)地適度規(guī)模流轉(zhuǎn)不足是農(nóng)地抵押貸款發(fā)展瓶頸關(guān)鍵所在經(jīng)全國人大常委會批準,樂平市等232個縣市開展農(nóng)村承包土地經(jīng)營權(quán)抵押貸款試點。一年來,試點地區(qū)政府高度重視,央行主動作為,銀行積極參與,試點工作進展順利。樂平市農(nóng)地抵押貸款1345萬元,一定程度緩解了農(nóng)村經(jīng)營主體貸款難,促進了農(nóng)村產(chǎn)權(quán)資本化,但也存在農(nóng)地抵押貸款開局好、后勁不足,貸款
[Abstract]:The lack of proper scale transfer of agricultural land is the key bottleneck in the development of agricultural land mortgage loans, which has been approved by the standing Committee of the National people's Congress, 232 counties and cities, such as Leping City, to carry out a pilot project on mortgage loans for contracted land management rights in rural areas. The government of the pilot area attached great importance to it, the central bank took the initiative as well as the active participation of the banks, and the pilot work progressed smoothly. The 13.45 million yuan of agricultural land mortgage loans in Leping City alleviated to a certain extent the difficulty of lending loans to the rural operators and promoted the capitalization of rural property rights. But there are also farmland mortgages that have a good start, lack of stamina, and loans.
