【摘要】：PPP(Public Private Partnerships,公私合營)作為一種新興的公私合作模式被運用于基礎(chǔ)設(shè)施項目中,解決傳統(tǒng)基礎(chǔ)設(shè)施建設(shè)存在的矛盾,緩解公共部門資金壓力、應(yīng)對長項目周期、提升項目管理效率,及有效應(yīng)對項目風險,使得公私部門獲得了帕累托改進,滿足社會對基礎(chǔ)設(shè)施的需求。PPP模式有著眾多的優(yōu)點,是公共產(chǎn)品提供的一種新途徑,但在我國PPP模式尚處于初級的探索階段,項目需要面對的風險不可忽視,風險的管控與應(yīng)對是PPP項目實現(xiàn)既定目標的重要保障,需要對項目進行客觀的識別、評價與應(yīng)對,以強化基礎(chǔ)設(shè)置項目的風險管理水平。本文通過梳理國內(nèi)外PPP模式的研究文獻,提出我國PPP模式與商業(yè)銀行關(guān)系研究不足的現(xiàn)狀。其次,以PPP基本概念及理論基礎(chǔ),闡述了 PPP模式的特殊性,從公共物品理論、市場失靈理論和委托——代理理論等三方面奠定理論基礎(chǔ)。再次,重點剖析商業(yè)銀行參與PPP項目的風險因素,提出需要項目本身風險、周期風險、政府信用風險、銀行內(nèi)部風險及政策法律等風險因素。在此基礎(chǔ)上,探討商業(yè)銀行參與PPP模式的路徑選擇問題。基于銀行信貸角度,從商業(yè)銀行參與PPP項目融資所產(chǎn)生的風險入手,探討多種融資工具,諸如投資模式、銀行貸款模式,資產(chǎn)證券化等模式,在項目風險應(yīng)對方面的可行性,拓寬了現(xiàn)有的研究范疇,帶來PPP項目融資風險的新視角。最后,總結(jié)研究過程,陳述論文的研究結(jié)論,探討銀團貸款在PPP項目中的可行性,以期對國內(nèi)基礎(chǔ)設(shè)施PPP項目提供新思路。
[Abstract]:As an emerging public-private partnership, PPP(Public Private partnerships have been used in infrastructure projects to resolve contradictions in traditional infrastructure construction, ease public sector funding pressures, cope with long project cycles, and improve project management efficiency. And to deal with the project risks effectively, make the public and private sector get Pareto improvement, meet the needs of the community for infrastructure. PPP model has many advantages, it is a new way to provide public goods. But in our country PPP mode is still in the primary exploration stage, the risk that the project needs to face cannot be ignored, the risk management and control and the response is the important guarantee for the PPP project to realize the established goal, needs to carry on the objective identification, the appraisal and the response to the project. In order to strengthen the risk management level of the basic setup project, this paper, through combing the domestic and foreign research literature of PPP model, points out the current situation of the insufficient research on the relationship between the PPP model and commercial banks in China. Secondly, based on the basic concept and theoretical basis of PPP, This paper expounds the particularity of PPP mode and lays a theoretical foundation from three aspects: public goods theory, market failure theory and principal-agent theory. Thirdly, the paper analyzes the risk factors of commercial banks participating in PPP projects. The risk factors such as project risk, periodic risk, government credit risk, bank internal risk and policy and law are put forward. On this basis, the path selection of commercial banks participating in PPP model is discussed. Starting with the risks caused by commercial banks' participation in PPP project financing, this paper discusses the feasibility of various financing tools, such as investment model, bank loan model, asset securitization and so on. It widens the existing research scope and brings a new perspective of PPP project financing risk. Finally, it summarizes the research process, states the conclusions of the paper, and discusses the feasibility of syndicated loan in PPP project. In order to provide a new idea for the domestic infrastructure PPP project.
