【摘要】：國(guó)際工程承包是國(guó)家實(shí)施“走出去”戰(zhàn)略的重要組成部分,可以帶動(dòng)技術(shù)、勞務(wù)、設(shè)備等資源出口,是解決國(guó)內(nèi)產(chǎn)能過剩的主要途徑之一。近30年來,中國(guó)工程企業(yè)在國(guó)家大規(guī)�；�礎(chǔ)設(shè)施建設(shè)過程中,積累了一定的項(xiàng)目管理和施工經(jīng)驗(yàn),在全球工程承包行業(yè)中具備一定的競(jìng)爭(zhēng)力并占有重要的位置和市場(chǎng)份額。中國(guó)企業(yè)工程承包模式也已實(shí)現(xiàn)了從單純的施工承包向設(shè)計(jì)-施工總承包、投資等高端模式轉(zhuǎn)變。國(guó)際工程承包是國(guó)內(nèi)工程企業(yè)新的利潤(rùn)增長(zhǎng)點(diǎn),同時(shí)國(guó)際工程項(xiàng)目也具有較高的風(fēng)險(xiǎn)性。目前,在ENR全球最大250家國(guó)際工程企業(yè)榜單中中國(guó)企業(yè)數(shù)量最多,但我國(guó)工程企業(yè)對(duì)外工程承包業(yè)務(wù)主要集中在非洲、東南亞、南美洲等經(jīng)濟(jì)不發(fā)達(dá)國(guó)家和地區(qū),其工程行業(yè)發(fā)展水平和項(xiàng)目管理水平亦處于較低階段。中國(guó)企業(yè)在項(xiàng)目承攬模式、管理水平、屬地化經(jīng)營(yíng)水平、技術(shù)標(biāo)準(zhǔn)的掌握和運(yùn)用以及從業(yè)人員技能等方面存在一定的不足。在面對(duì)FIDIC合同條件項(xiàng)目等正規(guī)國(guó)際工程的承攬和實(shí)施過程中,中國(guó)企業(yè)并沒有將項(xiàng)目風(fēng)險(xiǎn)管理納入到項(xiàng)目日常管理中,也沒有形成系統(tǒng)性的項(xiàng)目風(fēng)險(xiǎn)管理模式。項(xiàng)目風(fēng)險(xiǎn)管理理念和方法相對(duì)于高標(biāo)準(zhǔn)的國(guó)際承包工程的要求而言相對(duì)滯后,在一定程度上影響了我國(guó)工程企業(yè)的綜合競(jìng)爭(zhēng)力,并進(jìn)一步影響目標(biāo)市場(chǎng)開發(fā)和成熟市場(chǎng)的占有率。本文采用案例研究方法,通過描述索菲亞國(guó)際公司承建的“圭亞那東西路第三標(biāo)段(瀝青)道路修建工程項(xiàng)目(以下簡(jiǎn)稱圭亞那東西路項(xiàng)目)”,在立項(xiàng)、投標(biāo)、實(shí)施、收尾等過程中出現(xiàn)的各種情形,對(duì)該項(xiàng)目的風(fēng)險(xiǎn)管理問題進(jìn)行全面的分析與討論。之后,本文運(yùn)用項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)理論,分析本案例在項(xiàng)目風(fēng)險(xiǎn)識(shí)別、項(xiàng)目風(fēng)險(xiǎn)評(píng)估與量化、項(xiàng)目風(fēng)險(xiǎn)應(yīng)對(duì)、風(fēng)險(xiǎn)控制過程中的成敗得失,并在理論指導(dǎo)下對(duì)項(xiàng)目不同階段如何識(shí)別、評(píng)估、應(yīng)對(duì)與控制風(fēng)險(xiǎn)進(jìn)行探討,以尋求項(xiàng)目風(fēng)險(xiǎn)問題的解決方案；最后,通過構(gòu)建項(xiàng)目風(fēng)險(xiǎn)管理體系,為應(yīng)對(duì)國(guó)際工程項(xiàng)目的承攬和實(shí)施風(fēng)險(xiǎn),提高國(guó)際工程項(xiàng)目風(fēng)險(xiǎn)管理水平提出系統(tǒng)的解決方案。希望本文研究成果可以對(duì)中國(guó)企業(yè)承攬國(guó)際FIDIC項(xiàng)目的風(fēng)險(xiǎn)管理實(shí)踐起到一定的指導(dǎo)與參考作用。
[Abstract]:International project contracting is an important part of the country's "going out" strategy. It can promote the export of resources such as technology, labor and equipment, and is one of the main ways to solve the problem of overcapacity in China for the past 30 years. Chinese engineering enterprises have accumulated a certain amount of project management and construction experience in the process of large-scale national infrastructure construction. In the global engineering contracting industry, which has a certain competitiveness and occupies an important position and market share, the Chinese enterprise project contracting mode has also realized from simple construction contracting to design-construction general contracting. Investment and other high-end mode changes. International engineering contracting is a new profit growth point for domestic engineering enterprises. At the same time, international engineering projects also have a high risk. At present, In the list of the world's largest 250 international engineering enterprises in the world by ENR, the number of Chinese enterprises is the largest. However, the foreign engineering contracting business of Chinese engineering enterprises is mainly concentrated in Africa, Southeast Asia, South America and other economic underdeveloped countries and regions. The development level and project management level of the engineering industry are also at a relatively low stage. Chinese enterprises are engaged in project contracting mode, management level, localization management level, There are some deficiencies in the mastery and application of technical standards and the skills of employees. In the process of contracting and implementing formal international projects such as FIDIC contract conditions projects, Chinese enterprises have not incorporated the project risk management into the daily project management, nor have they formed a systematic project risk management model. The concept and method of project risk management lag behind the requirements of the high standard international contract project. To some extent, it affects the comprehensive competitiveness of Chinese engineering enterprises, and further affects the target market development and the share of mature market. By describing the "third Section (Asphalt) Road Construction Project of East-West Guyana Road (hereinafter referred to as the East-West Guyanese Road Project)", undertaken by Sofia International, various situations occurred in the process of project establishment, bidding, implementation, closing, etc., After that, using the theory of project risk management, this paper analyzes the case of project risk identification, project risk assessment and quantification, project risk response. The success or failure in the process of risk control, and under the guidance of theory, how to identify, evaluate, should and control the risk in different stages of the project is discussed in order to find a solution to the project risk problem. Through the construction of project risk management system, in order to deal with the international project contracting and implementation risks, This paper proposes a systematic solution to improve the risk management level of international engineering projects. It is hoped that the research results in this paper can play a guiding and referential role in the practice of risk management of international FIDIC projects contracted by Chinese enterprises.
