基于受災(zāi)人員損失的應(yīng)急資源網(wǎng)絡(luò)多周期配置

【摘要】:基于大規(guī)模突發(fā)事件災(zāi)害鏈演化新情景,以及不同救援周期應(yīng)急資源供給和需求在數(shù)量、種類與需求時(shí)間上的差異性,建立應(yīng)急時(shí)間最短、受災(zāi)點(diǎn)人員損失最小和運(yùn)輸費(fèi)用最小3個(gè)帶主從關(guān)系的目標(biāo)函數(shù),并以應(yīng)急資源供給和需求等為約束條件,構(gòu)建多資源、多運(yùn)輸方式、多應(yīng)急出救點(diǎn)——多受災(zāi)點(diǎn)的多周期復(fù)雜應(yīng)急資源分配網(wǎng)絡(luò)配置決策模型,并基于資源需求急迫度和應(yīng)急限制期,設(shè)計(jì)多周期、多資源分類調(diào)度啟發(fā)式算法對(duì)模型求解。以汶川地震為例的實(shí)證研究結(jié)果表明:災(zāi)害鏈情景下,受災(zāi)人員損失、應(yīng)急限制期和資源需求急迫度,對(duì)多周期應(yīng)急資源分配網(wǎng)絡(luò)動(dòng)態(tài)優(yōu)化調(diào)配決策均具有影響作用。
[Abstract]:Based on the new situation of the evolution of disaster chain of large-scale emergencies, and the difference of the supply and demand of emergency resources in different rescue cycles in quantity, type and demand time, the emergency time is the shortest. The objective functions of the minimum loss of personnel and the minimum transportation cost of the affected point are the objective functions of the master-slave relationship, and the multi-resource and multi-transportation mode is constructed with the supply and demand of emergency resources as constraints. The multi-period complex emergency resource allocation network allocation decision model with multiple emergency rescue points and multiple disaster points is designed, and based on the emergency degree of resource demand and emergency limit period, a heuristic algorithm for multi-period and multi-resource classified scheduling is designed to solve the model. Taking Wenchuan earthquake as an example, the empirical results show that under the disaster chain scenario, the loss of disaster personnel, the period of emergency limitation and the urgency of resource demand all have an impact on the dynamic optimal allocation decision of multi-cycle emergency resource allocation network.
