南昌市工商局提升公務(wù)員績效考核公平性的案例研究

【摘要】:在過去的20年中,經(jīng)濟(jì)全球化不斷深入,為各國政府帶來前所未有的機(jī)遇的同時,也帶來政府自身在適應(yīng)經(jīng)濟(jì)全球化的前所未有的挑戰(zhàn),由于政府在一個國家的經(jīng)濟(jì)社會發(fā)展的地位日益變得重要,且居于核心位置,政府自身的公信力和執(zhí)行力直接關(guān)系到千萬百姓的福祉,政府的目標(biāo)就是為社會提供私人部門無法提供或者不愿意提供的公共服務(wù),而政府部門公務(wù)員作為政府中核心的人力資源,是政府政策及權(quán)力的最終執(zhí)行者,公務(wù)員的執(zhí)行能力直接關(guān)系到所在部門、地區(qū)直至整個國家的高效運(yùn)轉(zhuǎn)。在各地績效考核的實(shí)踐中,南昌市工商局利用信息化系統(tǒng),從考核體系的四個重要方面(內(nèi)容、程序、主體、結(jié)果運(yùn)用)進(jìn)行全面完善,最終達(dá)到提升績效考核公平性的目的,為我國陳舊僵化的公務(wù)員績效考核體系帶來一縷春風(fēng),在南昌市工商局改善績效考核公平性的實(shí)踐取得巨大成績的同時,也在全國工商系統(tǒng)引起巨大轟動,并且作為典型案例被全國工商總局倡導(dǎo)并向全國推廣,各地工商系統(tǒng)在內(nèi)部積極效仿南昌市工商局的做法,也取得了不錯的成效。本文結(jié)合公平理論、績效考核理論,以南昌市工商局為研究對象,對南昌市工商局提升績效考核公平性的案例從績效考核程序公平、內(nèi)容公平、主體公平、結(jié)果公平四個方面進(jìn)行分析。剖析南昌市工商局改善公務(wù)員績效考核的關(guān)鍵因素、關(guān)鍵舉措,以及取得的成功經(jīng)驗(yàn),旨在從中提煉出南昌市工商局提升公務(wù)員績效考核公平性的核心要素,正是基于該局在公務(wù)員績效考核領(lǐng)域敢于擔(dān)當(dāng)、敢于作為、富于智慧的做法,值得學(xué)者從中提煉出理論價值和實(shí)踐價值,以期對我國其他地方政府今后在績效考核改善取得進(jìn)步提供有益的探索,從而將我國落后的公務(wù)員績效考核水平提升到新的階段,為實(shí)現(xiàn)政府職能轉(zhuǎn)變保駕護(hù)航,有利于提高政府的公信力和公務(wù)員的執(zhí)行力,因此,對改革和完善我國公務(wù)員考核制度以及創(chuàng)新政府管理方式具有十分重要的理論意義和現(xiàn)實(shí)意義。
[Abstract]:In the past 20 years, economic globalization has continued to deepen, bringing unprecedented opportunities for governments of all countries, but also bringing the governments themselves to adapt to the unprecedented challenges of economic globalization. As the position of government in the economic and social development of a country is becoming increasingly important and at the core, the credibility and implementation of the government itself is directly related to the well-being of tens of millions of people. The goal of the government is to provide the society with public services that the private sector is unable to provide or unwilling to provide, and civil servants of government departments, as the core human resources in the government, are the ultimate implementers of government policies and powers. The executive ability of civil servants is directly related to the efficient operation of the department, the region and the whole country. In the practice of performance appraisal in various places, Nanchang Municipal Bureau of Industry and Commerce makes use of information system to improve the fairness of performance appraisal from four important aspects of the evaluation system (content, procedure, main body, result application), so as to achieve the purpose of improving the fairness of performance appraisal. It brings a spring breeze to the old and rigid performance appraisal system of civil servants in our country. It has made great achievements in the practice of improving the fairness of performance appraisal in Nanchang Bureau of Industry and Commerce, and at the same time, it has also caused a great stir in the national industrial and commercial system. And as a typical case advocated by the National Administration of Industry and Commerce and promoted to the whole country, the local industrial and commercial system actively emulated the practice of Nanchang City Bureau of Industry and Commerce, and achieved good results. Based on the theory of fairness and the theory of performance appraisal, this paper takes Nanchang Bureau of Industry and Commerce as the research object, and takes the cases of Nanchang Bureau of Industry and Commerce to improve the fairness of performance appraisal from the fairness of performance appraisal procedure, the fairness of content and the fairness of subject. Results four aspects of fairness were analyzed. This paper analyzes the key factors, key measures and successful experiences of Nanchang Municipal Bureau of Industry and Commerce to improve the performance appraisal of civil servants, in order to extract the core elements of Nanchang Bureau of Industry and Commerce to improve the fairness of civil servants' performance appraisal. It is precisely based on the fact that the Bureau dares to take responsibility, dare to act and is full of wisdom in the field of civil service performance appraisal, which is worthy of scholars to extract theoretical and practical values from them. In order to provide useful exploration for other local governments in our country to make progress in the improvement of performance appraisal in the future, so as to raise the performance appraisal level of backward civil servants in our country to a new stage, and to escort the transformation of government functions. It is beneficial to improve the credibility of the government and the execution of civil servants. Therefore, it is of great theoretical and practical significance to reform and improve the assessment system of civil servants and innovate the way of government management.
