公民參與視角下我國微博問政存在的問題與對策研究

【摘要】：本質上來看,微博是網(wǎng)絡時代的產(chǎn)物,它有效結合了先進的科技手段與公民強烈的參政問政需求。在我國,微博以其極高傳播活力、話題深度以及輿論熱度,成為了最具影響力的網(wǎng)絡社交渠道之一。微博的廣泛應用,也使得我國公民的微博問政處于空前活躍的狀態(tài)。2011年是我國政務微博飛速發(fā)展的一年,政務微博不但在數(shù)量實現(xiàn)了飛快增長,而且已經(jīng)成為公民與政府之間溝通的橋梁：公民通過微博參政問政,表達自己的訴求；政府通過政務微博獲取民意,以求更好的管理公共事務,官與民之間互動良好有效,因此學界也普遍認同將2011年作為我國“微博問政元年”。微博問政作為推進我國網(wǎng)絡民主化進程的重要舉措,方面有利于公民表達權、知情權、參與權的有效實現(xiàn)和表達；另一方面也可以對政府是否依法、科學執(zhí)政進行監(jiān)督,敦促其及時回應民眾訴求,化解輿情危機。但是作為一種社交平臺,微博天然的缺陷阻礙了其最大作用的發(fā)揮,加之我國微博問政的運作模式并沒有發(fā)展成熟,仍處在探索階段,因此在微博問政過程中難免存在一些問題和不足。本文首先對我國政務微博發(fā)展的現(xiàn)狀進行了描述；然后以公民參與作為視角切入,從主體、途徑、客體三方面分析了我國微博問政存在的問題及問題出現(xiàn)的原因；之后根據(jù)上文的分析從主體、途徑、客體以及保障四個方面提出了對策建議,希望對進一步完善我國微博問政提供借鑒和參考。
[Abstract]:In essence, Weibo is the product of the network age, which effectively combines advanced scientific and technological means with the strong demand of citizens to participate in politics and politics. In China, Weibo has become one of the most influential online social channels because of its high communication vitality, topic depth and popularity of public opinion. With the wide application of Weibo, Weibo politics of Chinese citizens is in an unprecedented state of activity. 2011 is a year of rapid development of Chinese government affairs Weibo, and the number of government affairs Weibo not only has achieved rapid growth, but also the number of government affairs and government affairs has not only increased rapidly, but also the number of government affairs has not only increased rapidly. Moreover, it has become a bridge between citizens and the government: citizens participate in politics and ask for politics through Weibo to express their demands; The government obtains public opinion through Weibo, in order to better manage public affairs, and the interaction between officials and the people is good and effective, so the academic circles also generally agree that 2011 will be regarded as the "Weibo political first year" in our country. As an important measure to promote the process of network democratization in China, Weibo is conducive to the effective realization and expression of citizens' right to expression, the right to know and the right to participate. On the other hand, it can also supervise whether the government is in power scientifically according to law, and urge it to respond to the demands of the people in a timely manner and resolve the crisis of public opinion. However, as a social platform, the natural defects of Weibo hinder its greatest role. In addition, the operation mode of Weibo in China has not developed and is still in the exploratory stage. Therefore, in the process of Weibo politics, there are inevitably some problems and deficiencies. This paper first describes the present situation of the development of Weibo, and then from the perspective of citizen participation, analyzes the existing problems and the causes of Weibo politics in China from three aspects: subject, way and object. Then, according to the above analysis, this paper puts forward some countermeasures and suggestions from four aspects: subject, way, object and guarantee, hoping to provide reference and reference for further perfecting Weibo's political inquiry.
