善治的理論溯源

【摘要】：“善治”是21世紀行政學、政治學、社會學等多個學科研究的熱點問題之一,是西方在“治理”理論基礎之上提出應對市場與政府雙重失效的一種人類管理公共事物的理想模式,是政府與公民社會對公共生活的合作管理,是公共利益最大化的社會管理過程,在“善治”模式下政府與公民社會處于相互合作、相互制約的最佳狀態(tài)�！吧浦巍北旧砟哿嗽S多人類共同追求的價值和原理,也因此受到越來越多的非西方國家的借鑒和效仿,并成為管理理論和實踐中的理想標準。我國在上世紀90年代也開始引進和研究“善治”理論,并進行相關的善治可行性分析和制度設計,這對我國政府改革和創(chuàng)新、社會管理的改進具有重要意義。本文從理論層面上去追溯善治植根、產(chǎn)生、發(fā)展的淵源,試圖對善治的產(chǎn)生和運作進行一個理性和歷史的解剖。正文分為四部分,第一部分主要是通過與“統(tǒng)治”、“治理”的分析比較去探討善治的根本目的、本質(zhì)特征和基本訴求;第二部分主要梳理了公民社會理論,并挖掘善治與其的內(nèi)在聯(lián)系,指出公民社會為善治提供現(xiàn)實基礎;第三部分梳理了自由主義政府理論,該理論體現(xiàn)了人們對“善政”的理想狀態(tài)的追求,揭示了善政是實現(xiàn)善治的關鍵和首要主體;第四部分主要梳理和分析了參與式民主和協(xié)商民主理論,它們恢復了參與在民主理論中的核心地位,強調(diào)公共生活和公共利益,促進了善治的形成。通過梳理善治的理論來源,從而明確了善治背后蘊含的社會土壤和深刻的理論思維,以期能夠加強對“善治”理論的理解并對善治的實現(xiàn)起到些微的指導作用。
[Abstract]:"good governance" is one of the hot issues in administrative science, political science, sociology and other disciplines in the 21st century. It is an ideal mode of human management of public affairs on the basis of "governance" theory to deal with the dual failure of market and government. It is the cooperative management of public life between the government and civil society, and the social management process of maximizing public interests. Under the mode of good governance, the government and civil society are in the best condition of mutual cooperation and restriction. "good governance" itself condenses the values and principles pursued by many human beings, so it has been used for reference and emulated by more and more non-western countries, and has become an ideal standard in management theory and practice. In the 1990s, China also began to introduce and study the theory of "good governance", and carried out the feasibility analysis and system design of good governance, which is of great significance to the reform and innovation of our government and the improvement of social management. This paper traces the origin of the root, emergence and development of good governance from the theoretical level, and tries to carry out a rational and historical anatomy of the emergence and operation of good governance. The main body is divided into four parts. The first part mainly discusses the fundamental purpose, essential characteristics and basic demands of good governance through the analysis and comparison with "rule" and "governance". The second part mainly combs the theory of civil society, and excavates the internal relationship between good governance and it, pointing out that civil society provides a realistic basis for good governance. The third part combs the liberal government theory, which embodies people's pursuit of the ideal state of "good governance" and reveals that good governance is the key and primary subject to realize good governance; the fourth part mainly combs and analyzes the theories of participatory democracy and consultative democracy, which restore the core position of participation in democratic theory, emphasize public life and public interest, and promote the formation of good governance. By combing the theoretical sources of good governance, this paper clarifies the social soil and profound theoretical thinking behind good governance, in order to strengthen the understanding of the theory of good governance and play a slight guiding role in the realization of good governance.
