【摘要】：隨著我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展和城市化進(jìn)程的不斷加快,城市社區(qū)公共服務(wù)建設(shè)越來(lái)越引起各方重視。對(duì)城市社區(qū)公共服務(wù)進(jìn)行研究,有助于全面了解和把握社區(qū)公共服務(wù)基本情況,找準(zhǔn)社區(qū)公共服務(wù)領(lǐng)域存在的問(wèn)題,破解制約公共服務(wù)水平提高的瓶頸,有助于進(jìn)一步完善社區(qū)公共服務(wù)體系和提高社區(qū)公共服務(wù)水平,滿足社區(qū)居民日益增長(zhǎng)的公共服務(wù)需求。本文引用服務(wù)型政府的理念,對(duì)國(guó)內(nèi)外城市社區(qū)公共服務(wù)發(fā)展研究現(xiàn)狀進(jìn)行了簡(jiǎn)要表述,結(jié)合酒泉市漢唐區(qū)城市公共服務(wù)建設(shè)現(xiàn)狀進(jìn)行客觀分析,在肯定已有成績(jī)的前提下,對(duì)城市社區(qū)在發(fā)展公共衛(wèi)生、繁榮社區(qū)文化、強(qiáng)化社區(qū)幫教、美化社區(qū)環(huán)境、加強(qiáng)社區(qū)治安、拓展便民服務(wù)等方面做出的實(shí)踐進(jìn)行了簡(jiǎn)要評(píng)述。分析了社區(qū)公共服務(wù)中存在的工作頭緒繁雜、服務(wù)精力局限,人員素質(zhì)不高、專(zhuān)業(yè)人才缺乏,經(jīng)費(fèi)投入欠缺、基礎(chǔ)設(shè)施薄弱,服務(wù)范圍狹窄、監(jiān)管機(jī)制待加強(qiáng)等問(wèn)題,認(rèn)為當(dāng)前城市社區(qū)公共服務(wù)方面存在問(wèn)題的原因主要是:工作職能劃分不明確、人力資源配置機(jī)制不合理、經(jīng)濟(jì)發(fā)展水平相對(duì)滯后、對(duì)社區(qū)工作重要性認(rèn)識(shí)不足等。本人在親赴天津、上海、重慶、福建等發(fā)達(dá)地區(qū)考察社區(qū)公共服務(wù)先進(jìn)經(jīng)驗(yàn),充分掌握第一手資料的基礎(chǔ)上,將發(fā)達(dá)地區(qū)社區(qū)公共服務(wù)建設(shè)與當(dāng)?shù)貙?shí)際進(jìn)行深刻對(duì)比分析,認(rèn)為當(dāng)前解決好城市社區(qū)公共服務(wù)問(wèn)題的關(guān)鍵是找準(zhǔn)政府、街道、社區(qū)三者職責(zé)的最優(yōu)定位,充分發(fā)揮好三者的“天然優(yōu)勢(shì)”,形成統(tǒng)一、高效、便捷、和諧的社區(qū)關(guān)系,以達(dá)到資源配置的最優(yōu)與最高制度績(jī)效。在此基礎(chǔ)上,提出了破解城市社區(qū)公共服務(wù)問(wèn)題的具體對(duì)策:理順管理體制機(jī)制、科學(xué)定位工作職能,完善人才培養(yǎng)機(jī)制、提高工作人員素質(zhì),整合各方優(yōu)勢(shì)資源、加大設(shè)施投入力度,拓寬便民服務(wù)范圍、不斷提高服務(wù)水平等。本文主要運(yùn)用調(diào)查問(wèn)卷法、數(shù)據(jù)分析法、案例研究法,輔之以文獻(xiàn)研究法。通過(guò)發(fā)放簡(jiǎn)明扼要的征詢表,用書(shū)面形式間接搜集社會(huì)各界人士對(duì)于漢唐區(qū)城市社區(qū)建設(shè)的意見(jiàn)建議,通過(guò)對(duì)研究課題相關(guān)材料的匯總獲得大量信息。借助數(shù)據(jù)分析法,對(duì)酒泉市社區(qū)公共服務(wù)調(diào)查數(shù)據(jù)進(jìn)行分析,與國(guó)內(nèi)部分省市進(jìn)行聯(lián)合對(duì)比,對(duì)酒泉市社區(qū)公共服務(wù)對(duì)策進(jìn)行分析研究。將發(fā)達(dá)地區(qū)社區(qū)公共服務(wù)的實(shí)際效果進(jìn)行案列分析,與本地社區(qū)公共服務(wù)現(xiàn)狀進(jìn)行對(duì)比,對(duì)進(jìn)一步加強(qiáng)城市社區(qū)公共服務(wù)進(jìn)行了探討,為各級(jí)政府構(gòu)建和諧社區(qū)提供有益參考和借鑒。
[Abstract]:With the rapid development of economy and society and the acceleration of urbanization in China, the construction of urban community public service has attracted more and more attention. The study of urban community public service is helpful to fully understand and grasp the basic situation of community public service, find out the problems existing in the field of community public service, solve the bottleneck restricting the improvement of public service level, help to further perfect the community public service system and improve the level of community public service, and meet the growing demand of community residents for public service. Based on the concept of service-oriented government, this paper briefly describes the research status of urban community public service development at home and abroad, and makes an objective analysis of the present situation of urban public service construction in Hantang District of Jiuquan City. On the premise of confirming the existing achievements, this paper makes an objective analysis of the urban community in the development of public health, prosperity of community culture, strengthening community help and education, beautifying community environment and strengthening community public order. This paper briefly comments on the practice of expanding the service for the convenience of the people. This paper analyzes on the problems existing in the community public service, such as the complicated work, the limitation of the service energy, the low quality of the personnel, the lack of professional personnel, the lack of funds, the weak infrastructure, the narrow scope of the service and the strengthening of the supervision mechanism. The main reasons for the problems in the current urban community public service are as follows: the division of work functions is not clear, the allocation mechanism of human resources is unreasonable, and the level of economic development is relatively lagging behind. Lack of understanding of the importance of community work, etc. On the basis of investigating the advanced experience of community public service in Tianjin, Shanghai, Chongqing, Fujian and other developed areas, and fully mastering the first-hand information, I have made a profound comparative analysis of the construction of community public service in developed areas with the local reality. I think that the key to solve the problem of urban community public service is to find out the optimal position of the responsibilities of the government, street and community, and give full play to the "natural advantages" of the three. To form a unified, efficient, convenient and harmonious community relationship in order to achieve the optimal and highest institutional performance of resource allocation. On this basis, this paper puts forward some concrete countermeasures to solve the problems of urban community public service: straightening out the management system and mechanism, scientifically positioning the work function, perfecting the personnel training mechanism, improving the quality of staff, integrating the superior resources of all parties, increasing the investment of facilities, widening the scope of service for the people, and constantly improving the service level, etc. This paper mainly uses questionnaire method, data analysis method, case study method, supplemented by literature research method. By issuing a brief inquiry form, this paper indirectly collects the opinions and suggestions of people from all walks of life on the construction of urban community in Hantang District in writing, and obtains a lot of information through the summary of the relevant materials of the research topic. With the help of data analysis, this paper analyzes the survey data of community public service in Jiuquan City, compares it with some provinces and cities in China, and analyzes and studies the countermeasures of community public service in Jiuquan City. This paper analyzes the actual effect of community public service in developed areas, compares it with the present situation of local community public service, and probes into the further strengthening of urban community public service, so as to provide useful reference and reference for governments at all levels to build harmonious community.
