【摘要】：英國(guó)脫歐公投經(jīng)歷了從個(gè)體訴求的表達(dá)到群體的政治動(dòng)議,再到國(guó)家決策三個(gè)階段。英國(guó)脫歐公投的成功是官僚體系治理失敗的必然結(jié)果:一方面,官僚體系的制度供給失敗引發(fā)治理的紊亂與無序;另一方面,社會(huì)治理的不力集聚大量的社會(huì)矛盾。元治理理論立足于政府制度供給,從三方面有效規(guī)避治理失敗的風(fēng)險(xiǎn):一是重建規(guī)制,政府擔(dān)負(fù)制度供給的重任;二是凸顯政府治理體系的主導(dǎo)地位,政府掌控治理全局;三是政府擔(dān)負(fù)治理的絕對(duì)責(zé)任,并為其他主體劃定責(zé)任界限。
[Abstract]:The Brexit referendum has gone through three stages, from the expression of individual demands to the political motion of the group, and then to the national decision-making. The success of the Brexit referendum is the inevitable result of the failure of bureaucracy governance: on the one hand, the failure of bureaucracy system supply leads to the disorder and disorder of governance; on the other hand, the lack of social governance accumulates a large number of social contradictions. Based on the supply of government system, the theory of meta-governance effectively avoids the risk of governance failure from three aspects: one is to reconstruct the regulation, the government bears the important task of institutional supply; the other is to highlight the dominant position of the government governance system, the government controls the overall situation of governance, and the third is that the government bears the absolute responsibility of governance and delineates the boundary of responsibility for other subjects.
