網(wǎng)絡(luò)群體性事件協(xié)同治理研究

【摘要】：當(dāng)前我國正處在社會轉(zhuǎn)型、經(jīng)濟(jì)轉(zhuǎn)軌的關(guān)鍵期,社會矛盾凸顯,加之互聯(lián)網(wǎng)的深度嵌入和迅猛發(fā)展,民眾脫離體制內(nèi)的渠道,借助網(wǎng)絡(luò)直接表達(dá)利益訴求、參與國家政治生活,導(dǎo)致現(xiàn)實(shí)生活中的矛盾沖突借助網(wǎng)絡(luò)被頻頻放大,形成輿論焦點(diǎn),釀成網(wǎng)絡(luò)群體性事件。不同于傳統(tǒng)的群體性事件,網(wǎng)絡(luò)群體性事件的傳播過程是多元主體互動博弈的過程,新興媒體和意見領(lǐng)袖構(gòu)成其傳播的內(nèi)在動力,致使其動力機(jī)制和運(yùn)作方式也呈現(xiàn)迥異的特質(zhì),國家治理也面臨新的挑戰(zhàn)。以往對于網(wǎng)絡(luò)群體性事件的治理,單純依靠政府發(fā)力,媒體、意見領(lǐng)袖、社會組織作為事件的推動力量,在治理過程中卻未發(fā)揮協(xié)同優(yōu)勢,致使社會資源憑白閑置。本文通過深入分析協(xié)同治理理論應(yīng)用于網(wǎng)絡(luò)群體性事件的治理機(jī)制,以及探討近年來不同主體參與網(wǎng)絡(luò)群體性事件的不同表現(xiàn),在理論探討與實(shí)踐認(rèn)知的基礎(chǔ)之上,試圖建立以政府為主導(dǎo),媒體、意見領(lǐng)袖、社會組織和廣大網(wǎng)民為協(xié)同主體的治理模式,發(fā)揮政府的引導(dǎo)作用,媒體、意見領(lǐng)袖、社會組織帶領(lǐng)社會大眾拾遺補(bǔ)缺、理性參與,廣大網(wǎng)民自發(fā)自覺提高自身素質(zhì)、成熟應(yīng)對,實(shí)現(xiàn)政府治理與社會調(diào)節(jié)、網(wǎng)民自治良性互動,從而突破以往的治理架構(gòu),從靜態(tài)方面做好制度法規(guī)建設(shè),從動態(tài)角度構(gòu)建協(xié)同治理不同階段應(yīng)對機(jī)制,多方面、多角度提出治理網(wǎng)絡(luò)群體性事件的具體措施。因此,本文嚴(yán)格按照“界定概念-可行性研究-發(fā)現(xiàn)問題-解決問題”這一程序探討網(wǎng)絡(luò)群體性事件治理的內(nèi)在機(jī)制,希望在治理措施方面盡綿薄之力,也期望能為政府在創(chuàng)新社會治理模式、改進(jìn)社會治理方式的過程中增添些許亮色。
[Abstract]:At present, our country is in the critical period of social transformation and economic transition, the social contradiction is prominent, coupled with the deep embedding and rapid development of the Internet, the people are separated from the channels within the system, express their interests directly with the help of the network, and participate in the political life of the country, resulting in the contradiction and conflict in real life being magnified frequently with the help of the network, forming the focus of public opinion and resulting in network group events. Different from the traditional group events, the communication process of network group events is the process of interactive game among multiple subjects. The emerging media and opinion leaders constitute the internal driving force of their communication, resulting in their dynamic mechanism and operation mode also showing very different characteristics, and national governance is also facing new challenges. In the past, the governance of network group events relied solely on the power of the government, the media, opinion leaders and social organizations, as the driving force of the events, but did not give full play to the synergistic advantage in the process of governance, resulting in idle social resources. Based on the in-depth analysis of the governance mechanism of collaborative governance theory applied to network group events, as well as the different manifestations of different subjects participating in network group events in recent years, on the basis of theoretical discussion and practical cognition, this paper tries to establish a governance model dominated by the government, media, opinion leaders, social organizations and the vast number of netizens as the collaborative subject, giving full play to the guiding role of the government, media, opinion leaders, Social organizations lead the public to fill the gaps, rational participation, the vast number of netizens spontaneously consciously improve their own quality, mature response, to achieve government governance and social regulation, netizens autonomy benign interaction, thus breaking through the previous governance structure, doing a good job in the construction of institutions and regulations from the static point of view, from the dynamic point of view to build collaborative governance in different stages of coping mechanisms, various aspects, multi-angle specific measures to deal with network group events. Therefore, this paper strictly discusses the internal mechanism of network group event governance in accordance with the procedure of "defining concept, feasibility study, finding problems and solving problems", hoping to make a modest contribution to the governance measures, and hoping to add some bright colors to the government in the process of innovating the social governance model and improving the social governance mode.
