【摘要】：隨著信息科技的快速發(fā)展和廣泛運(yùn)用,整個(gè)社會(huì)已經(jīng)邁進(jìn)了網(wǎng)絡(luò)信息時(shí)代,人們的社會(huì)生活方式也隨之發(fā)生深刻變化。近些年關(guān)于自然災(zāi)害、社會(huì)安全以及公共衛(wèi)生等危機(jī)事件日益增多,對(duì)網(wǎng)絡(luò)信息時(shí)代的政府危機(jī)公關(guān)提出了更高要求。政府要充分借助于互聯(lián)網(wǎng)的優(yōu)勢(shì),發(fā)揮互聯(lián)網(wǎng)傳播速度快、影響范圍廣等特點(diǎn),不斷探尋網(wǎng)絡(luò)信息時(shí)代政府危機(jī)公關(guān)的新路徑,這對(duì)于減輕危機(jī)事件給人們社會(huì)生活所帶來(lái)的傷害、提高政府形象具有重要意義。本文以提高網(wǎng)絡(luò)信息時(shí)代政府危機(jī)公關(guān)的效率為研究重點(diǎn),圍繞當(dāng)前網(wǎng)路信息時(shí)代政府危機(jī)公關(guān)的現(xiàn)狀以及存在的問(wèn)題進(jìn)行展開,并充分結(jié)合“8·12天津港大爆炸事故”中政府危機(jī)公關(guān)這一典型案例,最后分析得出網(wǎng)絡(luò)信息時(shí)代政府危機(jī)公關(guān)的應(yīng)對(duì)策略。具體內(nèi)容如下:首先,介紹了論文的研究背景與研究意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路與研究方法、創(chuàng)新之處與不足,為論文的寫作做好前期準(zhǔn)備;其次,介紹了網(wǎng)絡(luò)信息時(shí)代、政府危機(jī)公關(guān)的概念以及本課題的理論基礎(chǔ);接著,從三個(gè)方面介紹了當(dāng)前政府危機(jī)公關(guān)的基本理念、網(wǎng)絡(luò)信息對(duì)我國(guó)政府危機(jī)公關(guān)的影響以及我國(guó)在政府危機(jī)公關(guān)的處理模式和優(yōu)勢(shì);第四章,以案例形式對(duì)“8·12天津港大爆炸事件”的政府危機(jī)公關(guān)過(guò)程進(jìn)行了總結(jié)和評(píng)析,并在此基礎(chǔ)上指出我國(guó)網(wǎng)絡(luò)信息時(shí)代政府危機(jī)公關(guān)存在的問(wèn)題,即政府危機(jī)處理的積極性和主動(dòng)性不高、政府網(wǎng)絡(luò)輿情的監(jiān)管和預(yù)警能力不強(qiáng)、政府在網(wǎng)絡(luò)環(huán)境下危機(jī)處理能力較弱、政府危機(jī)公關(guān)的制度體系建設(shè)不完善四個(gè)方面,而政府危機(jī)公關(guān)意識(shí)較為薄弱、政府危機(jī)公關(guān)回應(yīng)存在短板、網(wǎng)絡(luò)輿情公關(guān)反應(yīng)過(guò)于被動(dòng)這三個(gè)方面則是網(wǎng)絡(luò)信息時(shí)代政府危機(jī)公關(guān)存在問(wèn)題的原因。最后,分別從四個(gè)方面提出了網(wǎng)絡(luò)信息時(shí)代下政府危機(jī)公關(guān)的應(yīng)對(duì)策略:一是增強(qiáng)政府危機(jī)公關(guān)的意識(shí),創(chuàng)新政府危機(jī)公關(guān)管理理念;二是強(qiáng)化網(wǎng)絡(luò)輿情的監(jiān)管與預(yù)警,健全信息溝通和反饋機(jī)制;三是加強(qiáng)政府危機(jī)公關(guān)人才培養(yǎng),建立政府危機(jī)公關(guān)基本原則;四是健全政府危機(jī)公關(guān)制度體系,提高政府危機(jī)公關(guān)處理能力。這四個(gè)方面的應(yīng)對(duì)對(duì)策對(duì)于提高政府危機(jī)公關(guān)效率、塑造政府形象和維護(hù)社會(huì)的正常秩序具有較強(qiáng)的現(xiàn)實(shí)意義。
[Abstract]:With the rapid development and wide application of information technology, the whole society has entered the network information age, and people's social life style has also undergone profound changes. In recent years, there are more and more crisis events such as natural disasters, social security and public health, which put forward higher requirements for government crisis public relations in the network information age. The government should make full use of the advantages of the Internet, give full play to the characteristics of the Internet, such as fast communication speed and wide range of influence, and constantly explore a new path of government crisis public relations in the network information age, which is of great significance to reduce the harm caused by crisis events to people's social life and improve the image of the government. This paper focuses on improving the efficiency of government crisis public relations in the network information age, focuses on the present situation and existing problems of government crisis public relations in the network information age, and fully combines the typical case of government crisis public relations in the Big Bang accident of Tianjin Port in August 12, and finally analyzes the countermeasures of government crisis public relations in the network information age. The specific contents are as follows: first of all, it introduces the research background and significance of the paper, the research status at home and abroad, research ideas and research methods, innovation and shortcomings, to prepare for the writing of the paper. Secondly, it introduces the network information age, the concept of government crisis public relations and the theoretical basis of this topic. Then, it introduces the basic concept of government crisis public relations from three aspects, the influence of network information on government crisis public relations in our country, and the processing mode and advantages of government crisis public relations in our country. The fourth chapter summarizes and comments on the process of government crisis public relations in the "8 路12 Tianjin Port Big Bang incident" in the form of a case, and on this basis, points out the problems existing in the government crisis public relations in the network information age of our country, that is, the enthusiasm and initiative of the government crisis management are not high, the supervision and early warning ability of the government network public opinion is not strong, and the government's ability to deal with the crisis in the network environment is weak. The system construction of government crisis public relations is not perfect in four aspects, but the government crisis public relations consciousness is relatively weak, the government crisis public relations response has the deficiency, the network public opinion public relations reaction is too passive these three aspects is the government crisis public relations existence question reason in the network information age. Finally, this paper puts forward the countermeasures of government crisis public relations in the network information age from four aspects: first, strengthening the consciousness of government crisis public relations and innovating the management concept of government crisis public relations; second, strengthening the supervision and early warning of network public opinion, perfecting the information communication and feedback mechanism; third, strengthening the training of government crisis public relations talents and establishing the basic principles of government crisis public relations. Fourth, improve the government crisis public relations system, improve the government crisis public relations handling ability. The countermeasures in these four aspects are of great practical significance for improving the efficiency of government crisis public relations, shaping the image of the government and maintaining the normal order of the society.
