【摘要】: 工程質(zhì)量不僅關(guān)系到工程的適用性和投資效果,而且關(guān)系到人民群眾生命財產(chǎn)的安全。工程項目質(zhì)量管理體系的有效運行是質(zhì)量管理的核心,是提高工程質(zhì)量、改進工作質(zhì)量的重要手段。因此,本文以大慶—哈爾濱天然氣管道工程質(zhì)量管理體系為研究對象,為其構(gòu)建了TQM-ISO質(zhì)量管理體系,用于解決目前質(zhì)量管理方面存在的問題,在一定程度上能有效的提高工程質(zhì)量和工作質(zhì)量,對保證該項目的優(yōu)質(zhì)建設(shè)具有現(xiàn)實意義。 本文首先對質(zhì)量管理的理論進行了概述,在分析全面質(zhì)量管理和ISO9000質(zhì)量管理體系特點、原則的基礎(chǔ)上,對兩者進行了對比,兩者理論基礎(chǔ)和最終目標是一致的,但全面質(zhì)量管理體系更強調(diào)產(chǎn)品質(zhì)量和組織的不斷改進,而ISO9000更強調(diào)符合性,重在實現(xiàn)質(zhì)量管理的規(guī)范性和統(tǒng)一性,為建立大慶—哈爾濱天然氣管道工程TQM-ISO質(zhì)量管理體系奠定了理論基礎(chǔ)。其次,通過對項目的實踐調(diào)查和深入了解,對其現(xiàn)行質(zhì)量管理體系進行分析,從質(zhì)量管理體系的總體框架、建設(shè)單位、施工單位三個方面找出其質(zhì)量管理方面才在的問題,并對問題的原因進行了分析。第三,研究整合全面質(zhì)量管理和ISO9000質(zhì)量管理體系,構(gòu)建了大慶—哈爾濱天然氣管道工程TQM-ISO質(zhì)量管理體系。此部分是論文的核心內(nèi)容,介紹了質(zhì)量管理體系構(gòu)建的思路,并分別從體系總體框架、建設(shè)單位、施工單位三個方面進行了闡述,建設(shè)單位依全面質(zhì)量管理來構(gòu)建質(zhì)量管理體系,施工單位依ISO9000構(gòu)建質(zhì)量管理體系,以及從質(zhì)量監(jiān)督機制、組織協(xié)調(diào)機制、質(zhì)量體系控制機制和質(zhì)量改進機制幾個方面討論了該項目TQM-ISO質(zhì)量管理體系運行的機制,并從質(zhì)量教育培訓(xùn)工作、標準化工作、計量工作、質(zhì)量信息系統(tǒng)及質(zhì)量管理責任制五個方面提出保障大慶—哈爾濱天然氣管道工程TQM-ISO質(zhì)量管理體系實施的措施,最后通過對大慶—哈爾濱天然氣管道工程質(zhì)量管理體系設(shè)計,提出該體系對長輸管道工程的質(zhì)量管理體系建立的意義進行了闡述。
[Abstract]:The engineering quality not only relates to the applicability and investment effect of the project, but also to the safety of the people's life and property. The effective operation of the project quality management system is the core of the quality management and the improvement of the engineering quality. Therefore, this paper takes Daqing Harbin natural gas pipeline project quality management system as the research object, constructs the TQM-ISO quality management system for it, which is used to solve the problems existing in the current quality management. To a certain extent, it can effectively improve the quality of the project and work, which has practical significance to ensure the quality of the project. In this paper, the theory of quality management is first summarized. On the basis of analyzing the characteristics and principles of total quality management and ISO9000 quality management system, the two theories are compared. The theoretical basis and ultimate goal are the same. However, the TQM system emphasizes the continuous improvement of product quality and organization, while the ISO9000 emphasizes conformity and realizes the standardization and unity of quality management. It lays a theoretical foundation for establishing the TQM-ISO quality management system of Daqing-Harbin Natural Gas Pipeline Project. Secondly, through the practical investigation and in-depth understanding of the project, the current quality management system of Daqing-Harbin Natural Gas Pipeline Project is analyzed. From the overall framework of the quality management system, construction units, construction units to find out its quality management problems, and analyze the causes of the problems. Third, the integration of total quality management and ISO9000 quality management system, The TQM-ISO quality management system of Daqing-Harbin natural gas pipeline project is constructed. This part is the core content of the paper, introduces the train of thought of constructing the quality management system, and separately from the system overall frame, the construction unit, The construction unit constructs the quality management system according to the total quality management, the construction unit constructs the quality management system according to the ISO9000, and from the quality supervision mechanism, the organization coordination mechanism, the construction unit constructs the quality management system according to the total quality management, the construction unit constructs the quality management system according to the ISO9000. The quality system control mechanism and quality improvement mechanism are discussed in this paper, and the operation mechanism of TQM-ISO quality management system of the project is discussed, and the quality education and training work, standardization work and measurement work are discussed. Five aspects of quality information system and quality management responsibility system are put forward to ensure the implementation of TQM-ISO quality management system of Daqing-Harbin natural gas pipeline project. Finally, through the design of quality management system of Daqing-Harbin natural gas pipeline project, The significance of this system to the establishment of quality management system for long distance pipeline engineering is expounded.
