【摘要】: 改革開(kāi)放以來(lái),工程設(shè)計(jì)在中國(guó)雖然經(jīng)過(guò)了20多年的發(fā)展,但仍不能適應(yīng)經(jīng)濟(jì)建設(shè)和構(gòu)建節(jié)約型社會(huì)的需要。工程設(shè)計(jì)的服務(wù)水平和服務(wù)質(zhì)量不適應(yīng)市場(chǎng)經(jīng)濟(jì)體制的新要求,工程設(shè)計(jì)單位的國(guó)際競(jìng)爭(zhēng)力不強(qiáng),設(shè)計(jì)工作對(duì)轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式的基礎(chǔ)性作用沒(méi)有得到充分發(fā)揮。按照科學(xué)發(fā)展觀和建立和諧社會(huì)的方針,目前乃至今后相當(dāng)一段時(shí)間,我國(guó)的建設(shè)規(guī)模不斷擴(kuò)大,對(duì)工程設(shè)計(jì)質(zhì)量的要求更將不斷提高;同時(shí),隨著我國(guó)加入世貿(mào)組織過(guò)渡期的結(jié)束,我國(guó)工程設(shè)計(jì)市場(chǎng)將進(jìn)一步開(kāi)放,國(guó)際競(jìng)爭(zhēng)將更加激烈。面對(duì)機(jī)遇和挑戰(zhàn),要想獲得生存和發(fā)展,增強(qiáng)服務(wù)意識(shí),提高設(shè)計(jì)服務(wù)質(zhì)量和服務(wù)水平,建立以顧客為中心的質(zhì)量保證體系,強(qiáng)化設(shè)計(jì)質(zhì)量管理,是工程設(shè)計(jì)咨詢企業(yè)的必然選擇。 本文闡述了工程項(xiàng)目設(shè)計(jì)質(zhì)量的特點(diǎn)及形成過(guò)程;闡述了工程設(shè)計(jì)質(zhì)量管理的內(nèi)涵和基本原理:運(yùn)用ISO9000族標(biāo)準(zhǔn)中過(guò)程方法模式,對(duì)工程設(shè)計(jì)產(chǎn)品的實(shí)現(xiàn)過(guò)程進(jìn)行識(shí)別,并對(duì)其關(guān)鍵過(guò)程的質(zhì)量控制進(jìn)行分析研究,提出了過(guò)程控制模式和關(guān)鍵過(guò)程質(zhì)量控制程序。結(jié)合工程項(xiàng)目實(shí)際,分析了工程設(shè)計(jì)成果評(píng)價(jià)的重要性,進(jìn)而針對(duì)“工業(yè)項(xiàng)目可行性研究報(bào)告”構(gòu)建了質(zhì)量評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法(AHP)和模糊理論,建立了“工業(yè)項(xiàng)目可行性研究報(bào)告"質(zhì)量綜合評(píng)價(jià)模型。最后針對(duì)某熱電項(xiàng)目可行性研究報(bào)告,進(jìn)行了工程實(shí)證評(píng)價(jià)。
[Abstract]:Since the reform and opening up, engineering design has been developed in China for more than 20 years, but it still can not meet the needs of economic construction and the construction of a conservation-oriented society. The service level and service quality of engineering design do not meet the new requirements of the market economy system, the international competitiveness of engineering design units is not strong, and the basic role of design work in changing the mode of economic growth has not been given full play. In accordance with the concept of scientific development and the policy of building a harmonious society, at present and for quite some time in the future, the scale of construction in our country will continue to expand, and the requirements for the quality of engineering design will be raised; at the same time, With the end of the transition period of China's entry into WTO, China's engineering design market will be further opened and the international competition will become more intense. In the face of opportunities and challenges, to obtain survival and development, to enhance service awareness, to improve design service quality and service level, to establish a customer-centered quality assurance system, and to strengthen design quality management. Is the inevitable choice of engineering design consulting enterprises. This paper expounds the characteristics and forming process of engineering project design quality, expounds the connotation and basic principle of engineering design quality management, and identifies the realization process of engineering design product by using the process method pattern of ISO9000 family standard. The process control mode and the key process quality control program are put forward. Combined with engineering project practice, the importance of engineering design result evaluation is analyzed, and then the quality evaluation index system is constructed according to the "report on the Feasibility study of Industrial Project", and the Analytic hierarchy process (AHP) and fuzzy theory are used. The quality comprehensive evaluation model of the Feasibility study report of Industrial Project is established. Finally, an engineering empirical evaluation is carried out on the feasibility study report of a thermal power project.
