【摘要】：采用比較分析法研究發(fā)現(xiàn),為形成政府控制與大學(xué)自治的平衡,芬蘭、瑞典及比利時(shí)三國(guó)政府在建設(shè)世界一流大學(xué)進(jìn)程中,通過高等教育改革、培育中介組織、完善法律體系等方式弱化政府對(duì)大學(xué)的直接控制,積極擴(kuò)展大學(xué)的辦學(xué)自主權(quán),這為赫爾辛基大學(xué)、烏普薩拉大學(xué)及荷蘭語(yǔ)天主教魯汶大學(xué)成為世界一流大學(xué)創(chuàng)造了有利的外部環(huán)境。從三國(guó)政府與大學(xué)關(guān)系變革的績(jī)效來看,雖然大學(xué)的自主辦學(xué)權(quán)已經(jīng)得到了有效落實(shí),但政府作為大學(xué)的出資者與管理者仍然對(duì)大學(xué)保留有較大的影響力。政府通過中央教育行政機(jī)構(gòu)以合同形式管理大學(xué)事務(wù),建立協(xié)商互動(dòng)的"政府—大學(xué)"良性關(guān)系,并以加強(qiáng)對(duì)大學(xué)教育質(zhì)量的有效評(píng)估等手段強(qiáng)化對(duì)大學(xué)的間接干預(yù)。
[Abstract]:In order to form a balance between government control and university autonomy, the governments of Finland, Sweden and Belgium, through the reform of higher education, cultivate intermediary organizations in the process of building world-class universities. Improving the legal system and other ways to weaken the government's direct control over universities, and actively expand the autonomy of universities, this is the University of Helsinki, The University of Uppsala and the Dutch Catholic University of Leuven have created a favourable external environment as world-class universities. Judging from the performance of the transformation of the relationship between the three governments and universities, although the autonomous right of running a university has been effectively implemented, the government, as the funder and manager of the university, still has a great influence on the university. The government manages university affairs in the form of contract through the central educational administrative institution, establishes the positive relationship between government and university through consultation and interaction, and strengthens the indirect intervention to the university by means of strengthening the effective evaluation of the quality of university education.
