【摘要】：自1998年城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)改革以來(lái),城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金的積累規(guī)模不斷擴(kuò)大。截止2012年底,我國(guó)城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)累計(jì)結(jié)余6884億元,其中統(tǒng)籌基金結(jié)余4187億元,在保障水平不變的前提下,可以保障17個(gè)月的基金支出,巨額的基金結(jié)余,引起了大家的普遍關(guān)注。適度的結(jié)余可以抵御醫(yī)療支付的風(fēng)險(xiǎn),過(guò)多的結(jié)余可能會(huì)損害參保者的利益�，F(xiàn)階段我國(guó)醫(yī)�；�金巨額的結(jié)余量究竟是結(jié)余過(guò)多還是結(jié)余適度,這需要我們進(jìn)行深入分析研究。本文以我國(guó)城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金結(jié)余為研究對(duì)象,采用文獻(xiàn)分析法,對(duì)比分析法和歸納分析法,對(duì)我國(guó)城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)發(fā)展歷程進(jìn)行了梳理、對(duì)基金結(jié)余的現(xiàn)狀進(jìn)行了分析、探究影響基金結(jié)余的原因,最后結(jié)合我國(guó)的實(shí)際情況提出控制城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金大量結(jié)余的建議。 本文共分為五個(gè)部分。第一部分為導(dǎo)論,闡述了本文的選題背景及意義、國(guó)內(nèi)外文獻(xiàn)綜述、研究?jī)?nèi)容與方法、可能的創(chuàng)新點(diǎn)與本文的不足等問(wèn)題。 第二部分介紹了我國(guó)城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)的實(shí)施原則以及基本醫(yī)療保險(xiǎn)的發(fā)展歷程。 第三章對(duì)我國(guó)城鎮(zhèn)職工醫(yī)療保險(xiǎn)基金結(jié)余規(guī)模和結(jié)構(gòu)進(jìn)行了分析。 第四章探討了影響城鎮(zhèn)職工醫(yī)�！笆铡迸c“支”的相關(guān)影響因素,并且分析了導(dǎo)致城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金結(jié)余過(guò)多的原因。 第五章主要是在上文分析的基礎(chǔ)上結(jié)合我國(guó)具體實(shí)際情況提出控制城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金大量結(jié)余的建議。
[Abstract]:Since the reform of basic medical insurance for urban workers in 1998, the accumulation of basic medical insurance fund for urban workers has been expanding. By the end of 2012, the accumulated balance of basic medical insurance for urban workers in China was 688.4 billion yuan, of which the balance of the overall fund balance was 418.7 billion yuan. On the premise of no change in the level of security, 17 months of fund expenditure and a huge fund balance could be guaranteed. It has aroused widespread concern. A modest balance protects against the risk of medical payments, and excess savings can hurt the insured. At present, whether the huge balance of medical insurance fund in our country is excessive or moderate, it needs us to carry on the thorough analysis and research. This paper takes the balance of basic medical insurance fund of urban workers in China as the research object, uses the literature analysis method, the contrast analysis method and the inductive analysis method, combs the development course of the basic medical insurance of the urban workers in our country. This paper analyzes the present situation of the fund balance, probes into the reasons that affect the fund balance, and finally puts forward some suggestions for controlling the large balance of the basic medical insurance fund for urban workers combined with the actual situation in our country. This paper is divided into five parts. The first part is the introduction, which explains the background and significance of the topic, the literature review, the research contents and methods, the possible innovation points and the shortcomings of this paper. The second part introduces the implementation principles of basic medical insurance for urban workers and the development of basic medical insurance. The third chapter analyzes the scale and structure of medical insurance fund balance of urban workers in China. The fourth chapter discusses the influence factors of urban workers' medical insurance "income" and "expenditure", and analyzes the causes of excessive fund balance of urban workers' basic medical insurance fund. The fifth chapter is mainly based on the above analysis of the actual situation in China to control the basic medical insurance fund for urban workers a large number of balance suggestions.
