【摘要】：保險行業(yè)是國家金融行業(yè)的重要支柱、在鞏固執(zhí)政基礎、參與社會治理、分散社會風險、解決社會矛盾、緩解政府壓力、保障社會安定等方面發(fā)揮了越來越重要的作用。隨著我國社會主義市場經(jīng)濟體制的日臻完善,政府改革的日趨深化,保險行業(yè)協(xié)會承擔了政府和市場不愿或不能提供的部分服務,在推進保險行業(yè)持續(xù)快速健康發(fā)展、構(gòu)建公平合理的市場經(jīng)營秩序、維護會員單位正當利益、保護保險消費者合法權益、推進保險行業(yè)體制變革和制度創(chuàng)新等方面的作用將會越來越突出。目前,國內(nèi)外理論界普遍認為非營利組織在公共治理中的角色日益重要,其吸納資金支持的能力逐步增強,其踐行使命的期望越來越高、其問責的呼聲越來越強。問責成為非營利組織公信力提升的有效途徑。我國保險行業(yè)協(xié)會屬于非營利組織,和我國的現(xiàn)有其他非營利組織類似,存在著問責主體沒有充分行使問責權利、問責客體與責任承擔者模糊混淆、問責內(nèi)容實然和應然狀態(tài)差距較大、問責程序無法彰顯公平正義的價值等諸多問題,原因在于問責文化相對落后、問責法律制度缺失、問責執(zhí)行力度不強,阻礙了其“自律、維權、服務、交流、宣傳”職能的發(fā)揮。為此,保險行業(yè)協(xié)會要實現(xiàn)問責法制化、推進問責機制建設,完善內(nèi)部治理、增強自我問責能力,平衡利益相關者、提升外部問責水平。完善保險行業(yè)協(xié)會問責有利于進一步提升協(xié)會活力、增強協(xié)會公信力,推進中國保險事業(yè)持續(xù)快速健康發(fā)展。
[Abstract]:The insurance industry is an important pillar of the national financial industry, which plays an increasingly important role in consolidating the ruling foundation, participating in social governance, dispersing social risks, resolving social contradictions, alleviating government pressure, and ensuring social stability. With the improvement of our socialist market economy system and the deepening of government reform, insurance industry associations have undertaken some services that the government and the market are unwilling or unable to provide, and are promoting the sustained, rapid and healthy development of the insurance industry. The functions of constructing fair and reasonable market management order, safeguarding the legitimate interests of member units, protecting the legitimate rights and interests of insurance consumers, promoting the reform of the insurance industry system and system innovation will be more and more prominent. At present, the theorists at home and abroad generally think that the role of non-profit organizations in public governance is becoming increasingly important, its ability to absorb capital support is gradually enhanced, its expectations of carrying out its mission are higher and higher, and its voice of accountability is becoming stronger and stronger. Accountability has become an effective way to enhance the credibility of non-profit organizations. The insurance industry association of our country belongs to the non-profit organization, and similar to other non-profit organizations in our country, there exists the accountability subject who does not fully exercise the right of accountability, and the object of accountability is confused with the duty bearers. There is a big gap between the content of accountability and due state, and the process of accountability can not reveal the value of fairness and justice. The reason is that the culture of accountability is relatively backward, the legal system of accountability is missing, and the enforcement of accountability is not strong, which hinders its "self-discipline". Rights protection, service, communication, propaganda "function play." Therefore, insurance industry associations should realize accountability legalization, promote the construction of accountability mechanism, improve internal governance, enhance self-accountability ability, balance stakeholders and enhance external accountability level. Improving the accountability of insurance industry associations is conducive to further enhancing its vitality, enhancing its credibility and promoting the sustained, rapid and healthy development of China's insurance industry.
