【摘要】：工傷康復(fù)是現(xiàn)代工傷保險(xiǎn)的顯著標(biāo)志，是社會(huì)保障制度給予工傷職工最高層次的保障，也是社會(huì)文明和進(jìn)步的標(biāo)志。社會(huì)保障制度的屬性決定了工傷保險(xiǎn)承載著工傷康復(fù)的保障功能，為工傷職工全面康復(fù)保駕護(hù)航。工傷康復(fù)需要利用先進(jìn)的現(xiàn)代康復(fù)技術(shù)，為工傷職工提供醫(yī)療、職業(yè)、社會(huì)等康復(fù)服務(wù)，在恢復(fù)工傷職工的身體功能與勞動(dòng)能力方面起到了舉足輕重的作用。世界各國(guó)也越來(lái)越多的將目光聚焦在了工傷康復(fù)制度的發(fā)展上。 本文從工傷康復(fù)的制度內(nèi)涵出發(fā)，研究上海市工傷康復(fù)的發(fā)展現(xiàn)狀，試圖分析上海市工傷康復(fù)在運(yùn)行過(guò)程中存在的問(wèn)題，進(jìn)一步分析問(wèn)題存在的原因，并結(jié)合上海的實(shí)際發(fā)展情況，提出有利于上海市工傷康復(fù)進(jìn)一步發(fā)展的對(duì)策。 文章共有五個(gè)部分： 第一部分主要是介紹選題背景、目的和意義，概述國(guó)內(nèi)外工傷康復(fù)研究現(xiàn)狀，再針對(duì)研究方法、論文結(jié)構(gòu)、創(chuàng)新點(diǎn)和不足進(jìn)行介紹。 第二部分主要是深入工傷康復(fù)的相關(guān)理論的研究。從工傷康復(fù)的內(nèi)涵、特點(diǎn)和內(nèi)容予以詳細(xì)介紹，在此基礎(chǔ)上，深入分析了工傷康復(fù)確立的理論基礎(chǔ)。 第三部分通過(guò)梳理上海市工傷康復(fù)制度具體實(shí)施現(xiàn)狀，從上海市當(dāng)前的法律與政策基礎(chǔ)、康復(fù)人員及經(jīng)費(fèi)保障、工傷康復(fù)機(jī)構(gòu)準(zhǔn)入制度和退出制度出發(fā)，對(duì)工傷康復(fù)的基本架構(gòu)有個(gè)全面清晰的解剖。在了解當(dāng)前上海市工傷康復(fù)制度的機(jī)構(gòu)之后，通過(guò)訪(fǎng)談?wù){(diào)研上�？祻�(fù)定點(diǎn)醫(yī)療機(jī)構(gòu)，研究工傷康復(fù)制度當(dāng)前實(shí)施情況。 第四部分通過(guò)上文的研究，從中發(fā)現(xiàn)存在的問(wèn)題，總結(jié)出四大主要問(wèn)題，并深入探析存在的原因。 第五部分針對(duì)上海市目前存在的一系列問(wèn)題，，提出了完善上海市工傷康復(fù)制度幾點(diǎn)建議和思考。
[Abstract]:Industrial injury rehabilitation is a remarkable sign of modern industrial injury insurance, the highest level of protection given by social security system, and also a sign of social civilization and progress. The attribute of the social security system determines that the industrial injury insurance carries the function of the industrial injury rehabilitation. Industrial injury rehabilitation needs to use advanced modern rehabilitation technology to provide medical, professional, social and other rehabilitation services for industrial injury workers, which plays an important role in restoring the physical function and labor ability of the injured workers. More and more countries in the world are focusing on the development of industrial injury rehabilitation system. Starting from the system connotation of industrial injury rehabilitation, this paper studies the present situation of industrial injury rehabilitation in Shanghai, and tries to analyze the problems existing in the operation of industrial injury rehabilitation in Shanghai, and further analyze the causes of the problems. Combined with the actual development of Shanghai, the author puts forward some countermeasures for the further development of industrial injury rehabilitation in Shanghai. The article consists of five parts: The first part is to introduce the background, purpose and significance of the topic, summarize the domestic and foreign industrial injury rehabilitation research status, and then introduce the research methods, paper structure, innovation points and shortcomings. The second part is the research of the related theory of industrial injury rehabilitation. The connotation, characteristics and contents of industrial injury rehabilitation are introduced in detail. On this basis, the theoretical basis for the establishment of industrial injury rehabilitation is analyzed in depth. In the third part, by combing the current situation of the implementation of the industrial injury rehabilitation system in Shanghai, starting from the current legal and policy basis of Shanghai, rehabilitation personnel and financial protection, the admission system of industrial injury rehabilitation institutions and the withdrawal system, There is a comprehensive and clear anatomy of the basic structure of industrial injury rehabilitation. After understanding the current institutions of industrial injury rehabilitation system in Shanghai, the current implementation of the rehabilitation system of industrial injury is studied by interview and investigation of the designated medical institutions of rehabilitation in Shanghai. The fourth part, through the above research, finds out the existing problems, summarizes the four main problems, and probes into the causes of existence. In the fifth part, according to a series of problems existing in Shanghai at present, some suggestions and thoughts are put forward to perfect the rehabilitation system of industrial injury in Shanghai.
