【摘要】：本文對我國臺灣地區(qū)二代全民健保的改革背景、籌資和支付機制方面的改革措施進(jìn)行分析。結(jié)果發(fā)現(xiàn),二代健保通過調(diào)整費率,增收補充保費,擴充籌資來源,采用多元支付方式和輔助手段控制醫(yī)藥費用的增長,明確給付項目及標(biāo)準(zhǔn),新增衛(wèi)生技術(shù)評估作為決策依據(jù)等手段,極大緩解了財務(wù)赤字,目前已重新實現(xiàn)財務(wù)平衡。其多元的籌資方式、總額控費和按病種付費相結(jié)合的支付制度和為醫(yī)療質(zhì)量和醫(yī)保報銷項目制定的評價標(biāo)準(zhǔn)等都值得大陸地區(qū)借鑒。
[Abstract]:This paper analyzes the reform background, financing and payment mechanism of the second generation national health insurance in Taiwan. The results show that the second generation health insurance system controls the growth of medical expenses by adjusting the rates, increasing the premium, expanding the sources of financing, controlling the growth of medical expenses by means of multiple payment methods and auxiliary means, and defining the items and standards of payment. New assessment of health technology as a basis for decision-making has greatly alleviated the financial deficit, and has now rebalanced the financial system. The multiple ways of raising funds, the payment system based on the combination of total fee control and disease payment, and the evaluation criteria for medical quality and medical insurance reimbursement project are all worthy of reference in mainland China.
