【摘要】：隨著經(jīng)濟(jì)發(fā)展，家庭結(jié)構(gòu)變化，勞動(dòng)力鄉(xiāng)城流動(dòng)，人口老齡化進(jìn)程的加劇，農(nóng)村居民養(yǎng)老需求逐漸增大。為進(jìn)一步縮小城鄉(xiāng)養(yǎng)老保險(xiǎn)差異、有效滿足農(nóng)村居民養(yǎng)老需求，廣泛推進(jìn)農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)相關(guān)制度、實(shí)現(xiàn)城鄉(xiāng)居民基本社會(huì)養(yǎng)老保險(xiǎn)制度長(zhǎng)期有效的可持續(xù)發(fā)展，，本文從理論和實(shí)證兩個(gè)方面對(duì)農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)進(jìn)行研究�；�于公共產(chǎn)品、福利經(jīng)濟(jì)學(xué)與政府責(zé)任的理論分析，運(yùn)用社會(huì)保障精算方法構(gòu)建農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)需求模型和籌資規(guī)模測(cè)算模型，對(duì)農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)籌資規(guī)模進(jìn)行測(cè)算與優(yōu)化分析，并以湖南省為例對(duì)模型進(jìn)行應(yīng)用。 研究結(jié)果表明：由于政策和人口等因素影響，農(nóng)村居民養(yǎng)老需求快速增長(zhǎng)和老年撫養(yǎng)比的加大，使得現(xiàn)行制度框架下的農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)籌資規(guī)模不能滿足農(nóng)村居民基本養(yǎng)老需求。為此，本文構(gòu)建單一參數(shù)和復(fù)合參數(shù)調(diào)整方案，對(duì)農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)籌資規(guī)模進(jìn)行優(yōu)化設(shè)計(jì)。從優(yōu)化方案得知個(gè)人繳費(fèi)率、地方政府補(bǔ)貼率、集體經(jīng)濟(jì)補(bǔ)助率、基礎(chǔ)養(yǎng)老金調(diào)整系數(shù)的合理調(diào)整，能夠提高農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)的籌資規(guī)模，并且個(gè)人繳費(fèi)率、地方政府補(bǔ)貼率和集體經(jīng)濟(jì)補(bǔ)助率的復(fù)合調(diào)整，能夠更大程度的提高農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)籌資規(guī)模，從而滿足居民基本養(yǎng)老需求。最后，本文提出了提高農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)統(tǒng)籌層次、完善農(nóng)村居民社會(huì)養(yǎng)老保險(xiǎn)相關(guān)制度的政策建議。
[Abstract]:With the development of economy, the change of family structure, the migration of labor force and the aggravation of aging population, the demand of rural residents for the aged is increasing gradually. In order to further narrow the gap between urban and rural old-age insurance, effectively meet the needs of rural residents, widely promote the rural residents social pension insurance related system, and realize the long-term and effective sustainable development of the basic social old-age insurance system for urban and rural residents. This article carries on the research from the theory and the demonstration two aspects to the rural resident social endowment insurance. Based on the theoretical analysis of public goods, welfare economics and government responsibility, the social pension insurance demand model and the financing scale calculation model of rural residents are constructed by using the social security actuarial method. This paper calculates and optimizes the financing scale of rural residents' social endowment insurance, and applies the model to Hunan province as an example. The results show that, due to the influence of policy and population, the demand of rural residents for the aged increases rapidly and the dependency ratio of the elderly increases. Under the current system framework, the scale of rural residents' social old-age insurance financing can not meet the basic pension needs of rural residents. Therefore, this paper constructs a single parameter and a compound parameter adjustment scheme, and optimizes the scale of rural residents' social endowment insurance financing. The reasonable adjustment of individual contribution rate, local government subsidy rate, collective economic subsidy rate and adjustment coefficient of basic pension can increase the scale of raising funds for rural residents' social endowment insurance, and the individual contribution rate. The compound adjustment of local government subsidy rate and collective economic subsidy rate can raise the scale of rural residents' social endowment insurance to a greater extent and meet the basic pension needs of the residents. Finally, this paper puts forward some policy suggestions on how to improve the overall planning level of rural residents' social old-age insurance and improve the related system of rural residents' social old-age insurance.
