沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)能力研究

【摘要】:社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力關(guān)系到社會(huì)保障制度的運(yùn)行水平,因此,對(duì)社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力進(jìn)行研究具有十分重要的意義。截至2011年底,我國(guó)社會(huì)保險(xiǎn)機(jī)構(gòu)共7635個(gè),與2000年相比增加了2851個(gè),社會(huì)保險(xiǎn)機(jī)構(gòu)的硬件能力和軟件能力均大幅度提升,為社會(huì)保險(xiǎn)制度的高效運(yùn)行打下扎實(shí)基礎(chǔ)。社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)作為社會(huì)保險(xiǎn)制度的實(shí)施主體,其工作效率和運(yùn)行效率對(duì)社會(huì)保障體系的不斷完善起著十分重要的作用。隨著我國(guó)社會(huì)保險(xiǎn)事業(yè)的飛速發(fā)展,對(duì)社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的社會(huì)化水平、信息化水平和規(guī)范化水平提出了更高要求,經(jīng)辦機(jī)構(gòu)傳統(tǒng)的管理組織模式面臨巨大挑戰(zhàn),提高經(jīng)辦機(jī)構(gòu)的服務(wù)能力刻不容緩。 本文研究的根本問(wèn)題為,如何提高沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力,,這對(duì)促進(jìn)社會(huì)的長(zhǎng)治久安,保障社會(huì)群眾的根本利益,滿足社會(huì)的發(fā)展需求,提高社會(huì)主義先進(jìn)文化建設(shè)水平具有十分重要的意義。本選題的目的在于提高沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力,為政策調(diào)整提供理論依據(jù)和數(shù)據(jù)支持。從工作環(huán)境和服務(wù)設(shè)施、業(yè)務(wù)處理、經(jīng)辦人員隊(duì)伍建設(shè)等變量出發(fā),對(duì)沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)能力現(xiàn)狀進(jìn)行分析,以期提高其服務(wù)能力水平,促進(jìn)社會(huì)保障體系的進(jìn)一步發(fā)展,轉(zhuǎn)變政府職能,建設(shè)服務(wù)型政府。 本文共分為五章。第一章對(duì)對(duì)相關(guān)概念和理論基礎(chǔ)進(jìn)行介紹。第二章對(duì)沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力現(xiàn)狀進(jìn)行調(diào)研,并結(jié)合調(diào)研結(jié)果分析存在的問(wèn)題及原因。從工作環(huán)境和服務(wù)設(shè)施、業(yè)務(wù)處理、經(jīng)辦人員隊(duì)伍建設(shè)等變量出發(fā),結(jié)合問(wèn)卷調(diào)查等方式,明確服務(wù)能力現(xiàn)狀、問(wèn)題及其原因。第三章構(gòu)建社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)能力評(píng)價(jià)模型。結(jié)合調(diào)研得到的數(shù)據(jù),對(duì)其進(jìn)行定量分析,構(gòu)建服務(wù)能力評(píng)價(jià)模型,有助于對(duì)區(qū)域社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)的服務(wù)能力進(jìn)行比較和評(píng)價(jià)。第四章具體闡述了國(guó)外社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)能力現(xiàn)狀,從人力資源、組織架構(gòu)、業(yè)務(wù)流程等角度分析了澳大利亞和加拿大社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)現(xiàn)狀。第五章研究結(jié)論。基于沈陽(yáng)市社會(huì)保險(xiǎn)經(jīng)辦機(jī)構(gòu)服務(wù)能力中存在的缺陷,提出了提高其服務(wù)能力的建議。
[Abstract]:The service ability of social insurance agencies is related to the operation level of social security system. Therefore, it is of great significance to study the service ability of social insurance agencies. By the end of 2011, there were 7635 social insurance institutions in China, which increased by 2851 compared with 2000. The hardware and software abilities of social insurance institutions were greatly improved, which laid a solid foundation for the efficient operation of social insurance system. As the main body of the implementation of social insurance system, the work efficiency and operation efficiency of social insurance agencies play a very important role in the continuous improvement of social security system. With the rapid development of social insurance in our country, higher requirements have been put forward to the level of socialization, informatization and standardization of social insurance agencies, and the traditional management and organization model of the agencies is facing great challenges. It is urgent to improve the service capacity of the agencies. The fundamental problems studied in this paper are how to improve the service capacity of the social insurance agencies in Shenyang, which will promote the long-term stability of the society, safeguard the fundamental interests of the social masses, and meet the development needs of the society. It is of great significance to improve the level of socialist advanced cultural construction. The purpose of this thesis is to improve the service ability of social insurance agencies in Shenyang, and to provide theoretical basis and data support for policy adjustment. Based on the variables of working environment and service facilities, business treatment and staff construction, this paper analyzes the present situation of service ability of social insurance agencies in Shenyang in order to improve their service ability. Promote the further development of the social security system, transform government functions, and build a service-oriented government. This paper is divided into five chapters. The first chapter introduces the related concepts and theoretical basis. The second chapter investigates the present situation of the service ability of the social insurance agencies in Shenyang, and analyzes the existing problems and causes. Based on the variables of working environment, service facilities, business treatment, staff construction and so on, the present situation, problems and causes of service ability are clarified by means of questionnaire survey and so on. The third chapter constructs the social insurance agency organization service ability appraisal model. Combined with the data obtained from the investigation, the quantitative analysis is carried out, and the evaluation model of service capability is constructed, which is helpful to compare and evaluate the service capacity of regional social insurance agencies. The fourth chapter elaborates the current situation of the service ability of the foreign social insurance agencies, and analyzes the current situation of the social insurance agencies in Australia and Canada from the aspects of human resources, organizational structure, business process and so on. The fifth chapter studies the conclusion. Based on the shortcomings of the service ability of the social insurance agencies in Shenyang, the paper puts forward some suggestions for improving the service ability of the agencies.
