【摘要】：隨著我國經(jīng)濟(jì)社會的發(fā)展,人們生活水平迅速提高,人口的平均預(yù)期壽命逐年增長,人口出生率、增長率、死亡率卻不斷下降,導(dǎo)致我國人口老齡化問題日益加重,勞動年齡人口不斷下降,城鎮(zhèn)職工基本養(yǎng)老保險基金的收支平衡壓力逐漸增大,我國現(xiàn)有的退休年齡制度越來越不能較好地適應(yīng)現(xiàn)代經(jīng)濟(jì)社會發(fā)展的需求,由此改革我國法定退休年齡制度已經(jīng)刻不容緩,唯有如此才能夠逐漸緩解人口老齡化日益嚴(yán)重帶來的社會經(jīng)濟(jì)發(fā)展難題,從而促進(jìn)我國社會經(jīng)濟(jì)平穩(wěn)有序進(jìn)步。本文希望通過研究延遲退休年齡能夠為政府部門制定相關(guān)政策提供參考。本文首先簡要地闡述了研究背景、目的及意義,并介紹了退休年齡和養(yǎng)老保險的相關(guān)概念和理論。其次,在分析了我國現(xiàn)行退休政策的基礎(chǔ)上,設(shè)計了分別以“每年延遲幾個月”和“每十年或者五年延遲一歲”的方式制定的兩種延遲退休方案,并分析了兩種方案的利弊。再次,運(yùn)用模型分析法深入分析了本文設(shè)計的延遲退休年齡方案對我國城鎮(zhèn)職工基本養(yǎng)老保險基金個人賬戶養(yǎng)老金收益和統(tǒng)籌賬戶收支平衡的影響,主要從繳費(fèi)年限、領(lǐng)取年限、替代率、彈性退休政策、收支平衡等幾個角度進(jìn)行研究。結(jié)論是：合理地延遲退休年齡會增大職工個人養(yǎng)老金的收益,并且會緩解人口老齡化帶來的城鎮(zhèn)職工基本養(yǎng)老保險基金的收支平衡壓力。最后提出了廣泛征集意見、修訂相關(guān)法律法規(guī)、加強(qiáng)輿論宣傳、推進(jìn)彈性退休等政策建議,由此完善我國現(xiàn)行退休年齡制度,并說明了本文的不足和進(jìn)一步研究方向。
[Abstract]:With the development of our country's economy and society, people's living standard improves rapidly, the average life expectancy of the population increases year by year, the birth rate, the growth rate and the death rate decrease, which results in the aging of the population in our country getting worse day by day. With the decline of the working-age population and the increasing pressure on the income and expenditure balance of the basic old-age insurance fund for urban workers, the existing retirement age system in China is more and more unable to meet the needs of modern economic and social development. Therefore, it is urgent to reform the system of legal retirement age in China. Only in this way can the social and economic development problems brought by the aging of the population be alleviated gradually, thus promoting the steady and orderly progress of China's social economy. This paper hopes to provide a reference for government departments to formulate relevant policies by studying the delayed retirement age. Firstly, this paper briefly describes the background, purpose and significance of the research, and introduces the relevant concepts and theories of retirement age and pension insurance. Secondly, on the basis of analyzing the current retirement policy of our country, the author designs two kinds of deferred retirement schemes, which are "delay a few months per year" and "delay one year every ten or five years", and analyzes the advantages and disadvantages of the two schemes. Thirdly, by using the model analysis method, this paper deeply analyzes the effect of the delayed retirement age scheme on the pension income and balance of income and expenditure of the individual account of the basic pension insurance fund of urban workers, mainly from the years of payment. Years of receipt, replacement rate, flexible retirement policy, balance of payments and other aspects of research. The conclusion is that the reasonable delay of retirement age will increase the income of individual pension and relieve the pressure of income and expenditure balance of urban workers' basic pension fund brought by the aging of the population. In the end, the author puts forward some policy suggestions, such as soliciting opinions, revising relevant laws and regulations, strengthening publicity of public opinion, promoting flexible retirement and so on, so as to perfect the current retirement age system of our country, and explains the deficiency of this article and the direction of further research.
