【摘要】：目的:對(duì)江蘇省城鎮(zhèn)職工、居民基本醫(yī)療保險(xiǎn)補(bǔ)償水平進(jìn)行評(píng)價(jià)。方法:以災(zāi)難性衛(wèi)生支出設(shè)定基本醫(yī)療保險(xiǎn)的底線補(bǔ)償比例,以參保人群住院費(fèi)用實(shí)際受益情況設(shè)定實(shí)際補(bǔ)償比例,以四分位法比較分析各統(tǒng)籌市底線補(bǔ)償比例與實(shí)際補(bǔ)償比例的差值。結(jié)果:以10%作為災(zāi)難性衛(wèi)生支出的臨界值,職工醫(yī)保的補(bǔ)償水平高于底線水平,居民醫(yī)保的補(bǔ)償水平則低于底線水平。結(jié)論:職工醫(yī)保的補(bǔ)償水平一定程度上緩解了參保人群因病致貧的經(jīng)濟(jì)壓力,而居民醫(yī)保的補(bǔ)償水平有限,尚待進(jìn)一步提高。
[Abstract]:Objective: to evaluate the compensation level of basic medical insurance for urban workers and residents in Jiangsu province. Methods: the bottom line compensation ratio of basic medical insurance was set by catastrophic health expenditure, and the actual compensation proportion was set according to the actual benefit of hospitalization expenses of insured population. The difference between the bottom line compensation ratio and the actual compensation ratio is analyzed by quartile method. Results: taking 10% as the critical value of catastrophic health expenditure, the compensation level of employee medical insurance is higher than the bottom line level, and the compensation level of resident medical insurance is lower than the bottom line level. Conclusion: to some extent, the compensation level of employee medical insurance alleviates the economic pressure of the insured population to be poor because of illness, but the compensation level of resident medical insurance is limited, which needs to be further improved.
