【摘要】：在現(xiàn)代化不斷推進的今天,我國的城市化水平仍然很低,根據第六次人口普查的數據,我國城鄉(xiāng)人口的比例分別為49.68%和50.32%,農村、農業(yè)和農民問題始終是關系我國經濟社會發(fā)展全局的根本性問題。農業(yè)保險作為解決“三農”問題的重要金融工具,其健康發(fā)展直接關系到廣大農民群眾的切身利益,關系到農村經濟和社會的協(xié)調發(fā)展,關系到農民生活質量的提高和農村社會的進步,是我國保險工作的重點。 盡管至2007年以來,湖南農業(yè)保險規(guī)范發(fā)展取得了很大成效。但是“承保收費難、查勘理賠難、賠款到戶難”的農業(yè)保險困局,一直困擾著農業(yè)保險的發(fā)展。相比于發(fā)達國家,湖南省的農業(yè)保險明顯滯后。要打破現(xiàn)實發(fā)展的桎梏,湖南省必須選擇一套健全又適合省情發(fā)展的農業(yè)保險模式,才能保證湖南省農業(yè)保險的可持續(xù)發(fā)展。本文借探討湖南省農村保險的現(xiàn)狀及所存在的問題,進而通過對國內外現(xiàn)行農業(yè)保險模式的介紹與探尋,對各種農業(yè)保險模式的經驗進行了總結概括,從而對湖南省的農業(yè)保險模式選擇和完善提出了調整完善農業(yè)保險組織管理架構、完善準入與退出機制、提高農業(yè)保險的保障水平等建議,并構建了有湖南特色的農業(yè)保險模式,為進一步深化湖南農業(yè)保險發(fā)展,加快農業(yè)保險服務轉型提供了新的參考。
[Abstract]:Today, with the continuous progress of modernization, the level of urbanization in China is still very low. According to the data from the sixth Census, the proportion of urban and rural population in China is 49.68% and 50.32%, respectively. Agriculture and peasant problem is the fundamental problem that concerns the overall situation of our country's economic and social development all the time. As an important financial tool to solve the problems of agriculture, rural areas and farmers, the healthy development of agricultural insurance has a direct bearing on the vital interests of the broad masses of farmers, and on the coordinated development of rural economy and society. Related to the improvement of farmers' quality of life and the progress of rural society, it is the focus of our country's insurance work. Although since 2007, Hunan agricultural insurance standard development has obtained the very big result. However, the difficulty of agricultural insurance, such as the difficulty of underwriting charges, the difficulty of investigation and compensation, and the difficulty of payment to households, have been puzzling the development of agricultural insurance. Compared with the developed countries, Hunan Province's agricultural insurance obviously lags behind. In order to break the shackles of real development, Hunan must choose a sound and suitable agricultural insurance model to ensure the sustainable development of Hunan agricultural insurance. By discussing the present situation and existing problems of rural insurance in Hunan Province, this paper summarizes the experiences of various agricultural insurance modes through the introduction and exploration of the current agricultural insurance modes at home and abroad. Therefore, some suggestions are put forward for the selection and perfection of agricultural insurance mode in Hunan Province, such as adjusting and perfecting the management structure of agricultural insurance organizations, perfecting the mechanism of admission and withdrawal, improving the level of agricultural insurance security, etc. The model of agricultural insurance with Hunan characteristics is constructed, which provides a new reference for further deepening the development of agricultural insurance in Hunan and speeding up the transformation of agricultural insurance service.
