【摘要】：林下產(chǎn)業(yè)是包括在林下經(jīng)濟(jì)體系中的一種典型的循環(huán)型經(jīng)濟(jì)、節(jié)約型經(jīng)濟(jì)產(chǎn)業(yè),它以林地資源和林下空間為依托,以產(chǎn)業(yè)技術(shù)為支撐,充分利用農(nóng)、林、牧等各業(yè)資源,發(fā)展林下采集、種植、養(yǎng)殖、加工以及旅游等多種形式的產(chǎn)業(yè)。黑龍江森工林區(qū)的林下產(chǎn)業(yè)是在可采森林資源不斷減少、產(chǎn)業(yè)結(jié)構(gòu)不合理、全面停伐等各類生態(tài)保護(hù)政策(如“天保工程”、“大小興安嶺林區(qū)生態(tài)保護(hù)及經(jīng)濟(jì)轉(zhuǎn)型”、“全面停止商業(yè)性采伐”等)相繼實(shí)施的特定階段中產(chǎn)生的。在這個(gè)背景下,林下產(chǎn)業(yè)已經(jīng)作為新型林業(yè)產(chǎn)業(yè)在森工林區(qū)大力發(fā)展起來(lái),雖然很多地區(qū)的林下產(chǎn)業(yè)結(jié)構(gòu)還處在初級(jí)階段,存在產(chǎn)品附加值小,技術(shù)支撐不足等問(wèn)題,但就目前來(lái)看,黑龍江森工林區(qū)依托林下經(jīng)濟(jì)的就業(yè)人員已經(jīng)超過(guò)45萬(wàn)人,產(chǎn)值逐年增加,其未來(lái)的發(fā)展前景與林區(qū)的生態(tài)環(huán)境保護(hù)、職工增收致富以及經(jīng)濟(jì)合理發(fā)展等問(wèn)題密切相關(guān)。那么,林下產(chǎn)業(yè)能否成為林區(qū)支柱產(chǎn)業(yè)并支撐其未來(lái)經(jīng)濟(jì)發(fā)展?怎樣促使林下產(chǎn)業(yè)自身的發(fā)展并成為林區(qū)未來(lái)經(jīng)濟(jì)結(jié)構(gòu)的主體?有效解決以上問(wèn)題對(duì)于促進(jìn)林業(yè)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化和林區(qū)經(jīng)濟(jì)發(fā)展有重要的現(xiàn)實(shí)意義�；�于此,本文在借鑒和吸收國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,以支柱產(chǎn)業(yè)理論為依據(jù),首先研究和分析了支柱產(chǎn)業(yè)的內(nèi)涵、特征以及與其它產(chǎn)業(yè)(如主導(dǎo)產(chǎn)業(yè)、優(yōu)勢(shì)產(chǎn)業(yè)等)的關(guān)系,為森工林區(qū)林下經(jīng)濟(jì)的支柱產(chǎn)業(yè)地位的進(jìn)一步研究奠定了理論基礎(chǔ)；然后,總結(jié)了目前黑龍江森工林區(qū)林下產(chǎn)業(yè)的發(fā)展情況以及其作為未來(lái)支柱產(chǎn)業(yè)的經(jīng)濟(jì)學(xué)特征,并從發(fā)展效率標(biāo)準(zhǔn)、需求收入彈性基準(zhǔn)以及生產(chǎn)率上升率準(zhǔn)則三個(gè)標(biāo)準(zhǔn)入手,以黑龍江森工總局的統(tǒng)計(jì)數(shù)據(jù)(2008～2013年)為依托,建立支柱產(chǎn)業(yè)評(píng)價(jià)模型,分析森工林區(qū)林下產(chǎn)業(yè)在未來(lái)產(chǎn)業(yè)結(jié)構(gòu)中的地位以及能否成為林區(qū)經(jīng)濟(jì)發(fā)展的支撐；最后,基于之前的理論和量化分析得出相關(guān)結(jié)論,并結(jié)合林區(qū)的實(shí)際情況,,從擴(kuò)大產(chǎn)品內(nèi)需,提高產(chǎn)業(yè)市場(chǎng)化和組織化程度,發(fā)展規(guī)模型、特色型、技術(shù)型林下產(chǎn)業(yè),提高技術(shù)進(jìn)步貢獻(xiàn)率等方面提出黑龍江省森工林區(qū)林下產(chǎn)業(yè)健康發(fā)展、結(jié)構(gòu)不斷優(yōu)化的對(duì)策建議。本論文的創(chuàng)新性在于把對(duì)林下經(jīng)濟(jì)的研究定位在產(chǎn)業(yè)化,將林下經(jīng)濟(jì)的發(fā)展放眼于未來(lái),不囿于林下經(jīng)濟(jì)的基礎(chǔ)研究。在支柱產(chǎn)業(yè)理論的基礎(chǔ)上,從產(chǎn)業(yè)發(fā)展趨勢(shì)的宏觀角度,來(lái)建立評(píng)價(jià)體系,對(duì)森工林區(qū)林下產(chǎn)業(yè)的經(jīng)濟(jì)支撐作用進(jìn)行評(píng)價(jià),提出實(shí)現(xiàn)林下產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化,林下經(jīng)濟(jì)健康發(fā)展的對(duì)策建議。同時(shí),雖然國(guó)內(nèi)外有關(guān)支柱產(chǎn)業(yè)的相關(guān)研究已經(jīng)很成熟,有關(guān)林下產(chǎn)業(yè)的研究也較為豐富,但以支柱產(chǎn)業(yè)的相關(guān)理論對(duì)林下產(chǎn)業(yè)的經(jīng)濟(jì)支撐地位進(jìn)行研究的文獻(xiàn)很少。以往的相關(guān)研究以理論分析居多,很少有實(shí)證檢驗(yàn)。
[Abstract]:Understory industry is a typical circular economy and economical economic industry which includes the understory economic system. It is based on forestland resources and forest space, supported by industrial technology, and makes full use of agriculture and forest. Animal husbandry and other resources, the development of forest harvesting, planting, aquaculture, processing and tourism, and other forms of industry. Heilongjiang forest industry in the forest area is in the mining of forest resources, the industrial structure is unreasonable. Comprehensive cutting and other ecological protection policies (such as "natural conservation project", "big and small Xingan mountain forest ecological protection and economic transformation". Under this background, the understory industry has been developed as a new type of forestry industry in forest industry area. Although the understory industrial structure in many areas is still in the primary stage, there are some problems such as small added value of products, insufficient technical support, etc., but at present. More than 450,000 people have been employed under the forest economy in Heilongjiang forest industry area, the output value has increased year by year, its future development prospect and ecological environment protection of the forest area. The problems of increasing the income of the workers and getting rich as well as the rational development of the economy are closely related. Then, can the undergrowth industry become the pillar industry in the forest area and support its future economic development? How to promote the development of understory industry itself and become the main body of future economic structure in forest area? To solve these problems effectively has important practical significance to promote the optimization of forestry industrial structure and the economic development of forest regions. Based on this, this paper based on the reference and absorption of relevant research results at home and abroad. Based on the theory of pillar industry, this paper first studies and analyzes the connotation, characteristics and relationship with other industries (such as leading industry, advantage industry, etc.). It lays a theoretical foundation for the further research on the position of pillar industry in forest industry forest area. Then, summarized the current Heilongjiang forest industry understory industry development situation and its future pillar industry as the economic characteristics, and from the development efficiency standard. Based on the standard of elasticity of demand income and the criterion of productivity increase rate, the evaluation model of pillar industry is established based on the statistical data of Heilongjiang Forestry and Industry Administration from 2008 to 2013. This paper analyzes the position of forest undergrowth industry in the future industrial structure and whether it can be the support of forest area economic development. Finally, based on the previous theory and quantitative analysis to draw relevant conclusions, and combined with the actual situation of forest areas, from expanding product domestic demand, improving the degree of marketization and organization of industry, developing scale type, characteristic type. The technological undergrowth industry and the contribution rate of technological progress were put forward for the healthy development of forest industry in Heilongjiang Province. The innovation of this paper lies in the industrialization of the research on the understory economy and the development of the understory economy in the future. Not limited to the basic research of undergrowth economy. Based on the theory of pillar industry, from the macro perspective of industrial development trend, the evaluation system is established to evaluate the economic support role of forest industry undergrowth industry. At the same time, although the domestic and foreign related pillar industry research has been very mature, the research on undergrowth industry is also relatively rich. However, there are few literatures on the economic support status of understory industry based on the theory of pillar industry.
