【摘要】：糧食是最為重要的戰(zhàn)略資源之一,關(guān)系到國計民生、經(jīng)濟(jì)發(fā)展和社會穩(wěn)定。自古以來,無農(nóng)不穩(wěn)、無商不活,糧不興,農(nóng)亦難興。江西省糧食產(chǎn)業(yè)化尚處于初級階段,與我省的糧食主產(chǎn)區(qū)地位不相稱；糧食生產(chǎn)規(guī)�；�不強(qiáng),生產(chǎn)與市場脫軌；糧食加工企業(yè)精深加工薄弱,附加值低。需通過進(jìn)一步加強(qiáng)研究,分析當(dāng)前政策的優(yōu)劣,不斷完善相關(guān)政策,整合財政資金,集中力量,以加快我省糧食產(chǎn)業(yè)發(fā)展,進(jìn)一步提高糧食經(jīng)濟(jì)對全省經(jīng)濟(jì)的貢獻(xiàn),逐步改變糧食大省經(jīng)濟(jì)窮省的局面。本文以江西省糧食產(chǎn)業(yè)政策為研究對象,深入分析江西省糧食產(chǎn)業(yè)政策沿革,重點(diǎn)研究2004年全面放開糧食購銷市場后十年來的糧食產(chǎn)業(yè)政策現(xiàn)狀,包括糧食直補(bǔ)政策、種糧大戶補(bǔ)貼政策、最低收購價政策、糧食儲備政策、促進(jìn)糧食加工業(yè)發(fā)展政策等。同時,作者力求以公視的角度,解析各類政策出臺的初衷、執(zhí)行、演變、效果,以及存在的問題,將政策完整地呈現(xiàn)出來,并進(jìn)行深入的解剖,從而尋求政策面和執(zhí)行面的最佳配合,發(fā)揮政策的最大效力,為江西糧食生產(chǎn)和發(fā)展糧食產(chǎn)業(yè)強(qiáng)省獻(xiàn)力獻(xiàn)策。全文分為五章。第一章是提出本論文的研究問題和研究思路部分,并粗略概括我國糧食產(chǎn)業(yè),國內(nèi)糧食產(chǎn)業(yè)研究現(xiàn)狀。第二章綜述糧食產(chǎn)業(yè)政策,以及相關(guān)重要概念的定義,我國的糧食產(chǎn)業(yè)政策沿革分析。第三、四章是本論文分析問題的部分,其中第三章闡述江西省糧食產(chǎn)業(yè)政策尤其是近十年的具體情況,以及所取得的成績；第四章分析討論江西省糧食產(chǎn)業(yè)政策的突出問題,針對第三章的江西省糧食產(chǎn)業(yè)政策整體進(jìn)行分析,找出問題所在。第五章是本論文解決問題的部分,提出完善江西省糧食產(chǎn)業(yè)政策的建議措施,包括完善種糧補(bǔ)貼、健全糧食流通政策體系、扶持糧食加工企業(yè)、完善政府管理體系等。
[Abstract]:Grain is one of the most important strategic resources, related to the national economy and people's livelihood, economic development and social stability. Since ancient times, no farmers instability, no business, no grain, farmers are also difficult to flourish. The grain industrialization of Jiangxi Province is still in the primary stage, which is not commensurate with the status of the main grain producing areas of our province; the scale of grain production is not strong, the production and the market are off track, and the grain processing enterprises are weak in deep processing and low in added value. It is necessary to further strengthen research, analyze the advantages and disadvantages of current policies, constantly improve relevant policies, integrate financial funds, and concentrate efforts to speed up the development of the grain industry in our province and further enhance the contribution of the grain economy to the economy of the province. Gradually change the situation of large grain provinces with poor economy. This paper takes the grain industry policy of Jiangxi Province as the research object, deeply analyzes the evolution of the grain industry policy in Jiangxi Province, and focuses on the current situation of the grain industry policy, including the grain direct subsidy policy, in the past ten years since the overall opening up of the grain purchase and marketing market in 2004. Subsidy policy, minimum purchase price policy, grain reserve policy, promotion of grain processing industry development policy. At the same time, the author tries to analyze the original intention, implementation, evolution, effect and existing problems of all kinds of policies from the perspective of public television, so that the policy can be presented completely and deeply dissected. In order to find the best cooperation between policy and implementation, give full play to the maximum effectiveness of the policy, and contribute suggestions for Jiangxi province in grain production and development of grain industry. The full text is divided into five chapters. The first chapter is to put forward the research problems and research ideas of this paper, and roughly summarize the grain industry in China and the current situation of domestic grain industry research. The second chapter summarizes the grain industry policy, the definition of related important concepts, and the evolution of China's grain industry policy. The third and fourth chapters are the part of the thesis, in which the third chapter expounds the concrete situation of Jiangxi's grain industry policy, especially in the past ten years, and the achievements made; the fourth chapter analyzes and discusses the prominent problems of Jiangxi's grain industry policy. The third chapter of Jiangxi Province grain industry policy overall analysis to find out the problem. The fifth chapter is the problem solving part of this paper, and puts forward some suggestions and measures to improve the grain industry policy in Jiangxi province, including improving the grain planting subsidy, improving the grain circulation policy system, supporting grain processing enterprises, perfecting the government management system and so on.
