【摘要】：產(chǎn)業(yè)園區(qū)是一種新型的社會經(jīng)濟組織形式,其組織運營目標就是聯(lián)合相關(guān)行業(yè)的不同企業(yè)共同發(fā)展,充分發(fā)揮產(chǎn)業(yè)集群效應(yīng)。斗南國際花卉產(chǎn)業(yè)園區(qū)就是這樣一個為企業(yè)在政府與市場之間搭建的發(fā)展平臺,花卉產(chǎn)業(yè)園區(qū)發(fā)展中,園區(qū)管理委員會應(yīng)當在追求在技術(shù)效率、公共資源配置效率與制度效率等方面做到有效合理,才能實現(xiàn)管理職能的合理定位。但是,目前斗南花卉產(chǎn)業(yè)園區(qū)的發(fā)展面臨著花卉類產(chǎn)業(yè)關(guān)聯(lián)效應(yīng)松散、專業(yè)技術(shù)人才緊缺、園區(qū)公共服務(wù)平臺建設(shè)滯后等一系列問題和難點。斗南花卉產(chǎn)業(yè)園區(qū)的發(fā)展與繁榮離不開園區(qū)管理委員會的指導(dǎo)和管理作用,管委會在斗南花卉產(chǎn)業(yè)園區(qū)發(fā)展的不同階段有著不同的職能。深入觀察和研究制約和影響斗南花卉產(chǎn)業(yè)園區(qū)管委會職能履行與服務(wù)園區(qū)發(fā)展的特點與影響因素,對我國農(nóng)業(yè)產(chǎn)業(yè)園區(qū)的管理工作和政府職能的履行具有重要的指導(dǎo)作用。本文旨在從改進公共資源配置效率和制度效率的視角,應(yīng)用相關(guān)政府職能定位理論的基本觀點,結(jié)合政治學(xué)、管理學(xué)與政策學(xué)等相關(guān)學(xué)科的理論,通過查閱資料文獻和實地調(diào)查等方式對斗南花卉產(chǎn)業(yè)園區(qū)發(fā)展的情況進行客觀性總結(jié),較為全面地分析政府在斗南花卉產(chǎn)業(yè)園區(qū)發(fā)展中的職能設(shè)置現(xiàn)狀轉(zhuǎn)變途徑和制約因素,從而嘗試性的提出實現(xiàn)斗南花卉產(chǎn)業(yè)園區(qū)發(fā)展中管理委員會職能合理定位和切實轉(zhuǎn)變的政策建議與具體措施。論文的主要內(nèi)容包括:第一部分主要對選題背景,研究意義,國內(nèi)外研究現(xiàn)狀以及研究方法與思路進行闡述。第二部分,對與政府職能相關(guān)的概念進行界定,對政府職能定位及發(fā)展趨勢,政府職能的轉(zhuǎn)變與創(chuàng)新的應(yīng)用理論進行敘述。第三部分,對斗南國際花卉產(chǎn)業(yè)園區(qū)管理委員會職能設(shè)置和運行現(xiàn)狀進行分析。第四部分,對斗南花卉產(chǎn)業(yè)園區(qū)管理委員會履行職能時存在的問題及制約因素進行分析。第五部分,提出深入分析了斗南國際花卉產(chǎn)業(yè)園區(qū)管理委員會職能轉(zhuǎn)變的若干對策建議。
[Abstract]:Industrial Park is a new type of social and economic organization. The goal of its organization and operation is to jointly develop different enterprises in related industries and give full play to the effect of industrial cluster. The Dounan International Flower Industry Park is such a development platform for enterprises between the government and the market. In the development of the Flower Industry Park, the Park Management Committee should pursue technical efficiency. In order to realize the rational orientation of management function, public resources allocation efficiency and system efficiency should be effective and reasonable. However, the development of Dounan Flower Industry Park is faced with a series of problems and difficulties, such as the loosely related effect of flower industry, the shortage of professional and technical personnel, and the lag of the construction of public service platform in the park. The development and prosperity of Dounan Flower Industry Park can not be separated from the guidance and management role of the Park Management Committee, which has different functions in different stages of the development of Dounan Flower Industry Park. It is important to observe and study the characteristics and influencing factors that restrict and influence the performance of the management committee and the development of the service park in Dounan Flower Industry Park, which plays an important guiding role in the management work and the performance of the government function of the Agricultural Industrial Park in China. From the perspective of improving the efficiency of public resource allocation and institutional efficiency, this paper applies the basic viewpoints of relevant government function positioning theory, and combines the theories of political science, management science and policy science and other related disciplines, such as political science, management science and policy science, and so on. This paper summarizes objectively the development of Dounan Flower Industry Park by consulting documents and field investigation, and analyzes the transformation ways and restrictive factors of the government's function setting in the development of Dounan Flower Industry Park. Therefore, the paper tries to put forward some policy suggestions and concrete measures to realize the rational orientation and practical transformation of the functions of the management committee in the development of the Dounan Flower Industry Park. The main contents of this paper are as follows: in the first part, the background, research significance, current research situation, research methods and ideas are described. In the second part, the concept related to government function is defined, and the orientation and development trend of government function, the transformation of government function and the applied theory of innovation are described. The third part analyzes the function setting and running status of Dounan International Flower Industry Park Management Committee. In the fourth part, the paper analyzes the problems and restrictive factors of Dounan Flower Industry Park. In the fifth part, some countermeasures and suggestions on the function transformation of Dounan International Flower Industry Park are put forward.
