【摘要】：確保產(chǎn)業(yè)安全是我國(guó)加入GPA的首要目標(biāo)。鑒于產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力被視為產(chǎn)業(yè)安全的關(guān)鍵所在,構(gòu)建了政府采購(gòu)市場(chǎng)開(kāi)放條件下產(chǎn)業(yè)安全評(píng)價(jià)模型,采用國(guó)際市場(chǎng)占有率、貿(mào)易競(jìng)爭(zhēng)力指數(shù)和顯示性比較優(yōu)勢(shì)指數(shù),從貨物、服務(wù)、工程三個(gè)方面比較分析了中國(guó)與GPA締約國(guó)的產(chǎn)業(yè)國(guó)際競(jìng)爭(zhēng)力。研究表明,我國(guó)貨物貿(mào)易競(jìng)爭(zhēng)力優(yōu)于GPA成員國(guó);服務(wù)貿(mào)易的顯示性比較優(yōu)勢(shì)指數(shù)最小,競(jìng)爭(zhēng)優(yōu)勢(shì)最弱;對(duì)外承包工程快速增長(zhǎng),但市場(chǎng)占有率很低。應(yīng)漸進(jìn)式開(kāi)放我國(guó)政府采購(gòu)市場(chǎng)、完善國(guó)際競(jìng)爭(zhēng)防護(hù)制度、加快制造業(yè)轉(zhuǎn)型升級(jí)、大力發(fā)展現(xiàn)代服務(wù)業(yè)、提高工程產(chǎn)業(yè)的國(guó)際參與度、利用自貿(mào)區(qū)平臺(tái)構(gòu)建政府采購(gòu)市場(chǎng)開(kāi)放合作新規(guī)制,以達(dá)到提升我國(guó)產(chǎn)業(yè)安全的目的。
[Abstract]:To ensure industrial safety is the primary goal of China's entry into GPA. In view of the fact that the international competitiveness of industry is regarded as the key to industrial safety, the industrial safety evaluation model under the condition of open government procurement market is constructed, which adopts international market share, trade competitiveness index and display comparative advantage index. This paper compares and analyzes the international competitiveness of China and GPA contracting countries in three aspects: service and engineering. The research shows that the competitiveness of China's goods trade is superior to that of GPA member countries; the index of comparative advantage of service trade is the smallest and the competitive advantage is the weakest; the contracted project is growing rapidly, but the market share is very low. We should gradually open up our government procurement market, perfect the international competition protection system, speed up the transformation and upgrading of manufacturing industry, vigorously develop modern service industry, and enhance the international participation of engineering industry. In order to improve the industrial safety of our country, the new regulation of opening and cooperation of government procurement market is constructed by using the platform of free trade zone.
