【摘要】：正改革開放以及實(shí)施振興戰(zhàn)略以來,東北地區(qū)老工業(yè)基地的經(jīng)濟(jì)發(fā)展取得了顯著進(jìn)步。但東北地區(qū)老工業(yè)基地體制性、結(jié)構(gòu)性等深層次矛盾的存在,仍使一些問題亟待解決。比如新稅源增長(zhǎng)緩慢,經(jīng)濟(jì)缺乏增長(zhǎng)點(diǎn);制造業(yè)增長(zhǎng)后勁不足,裝備制造業(yè)拉動(dòng)作用不強(qiáng);第三產(chǎn)業(yè)稅收占比不高,服務(wù)業(yè)發(fā)展亟待加速;對(duì)外資的依賴度較大,內(nèi)資企業(yè)稅收拉動(dòng)作用減弱;企業(yè)創(chuàng)新能力不足,高技術(shù)企業(yè)發(fā)展緩
[Abstract]:Since the reform and opening up and the implementation of the strategy of revitalization, the economic development of the old industrial base in Northeast China has made remarkable progress. However, some problems still need to be solved because of the institutional and structural contradictions in the old industrial bases in Northeast China. For example, the growth of new tax sources is slow, and the economy lacks growth points; the manufacturing industry has insufficient growth stamina and the equipment manufacturing industry does not play a strong role in pulling; the third industry has a low tax share, and the development of the service industry needs to be accelerated urgently; and it is highly dependent on foreign capital. The tax pulling effect of domestic enterprises is weakened; the innovation ability of enterprises is insufficient and the development of high-tech enterprises is slow
