【摘要】：中國是一個正處于發(fā)展中的農(nóng)業(yè)大國,城市與農(nóng)村間發(fā)展差距大、收入不均等、基礎(chǔ)設(shè)施和公共建設(shè)方面都有很大差距。加快城鎮(zhèn)化發(fā)展的進(jìn)程是黨的十八大提出的重要任務(wù),而且要注重以人為本的城鎮(zhèn)發(fā)展。在城鎮(zhèn)化建設(shè)過程中首先需要解決的是融資問題,當(dāng)前城鎮(zhèn)化發(fā)展中的資金來源大部分來自財政支出和銀行貸款,非銀金融機(jī)構(gòu)、民間融資等方式籌集的資金雖然分散但也不失為一種有利的融資渠道。隨著目前我國城鎮(zhèn)化發(fā)展步伐的加快,對中長期資金等的需求也與日俱增,僅憑過去單調(diào)的傳統(tǒng)融資方式是不能滿足可持續(xù)發(fā)展的城鎮(zhèn)化進(jìn)程。所以本文將針對這一問題展開研究,分析當(dāng)前主要的融資方式及其優(yōu)缺點,結(jié)合以人為本的城鎮(zhèn)化發(fā)展和國內(nèi)外較好的案例進(jìn)行分析,總結(jié)出實際有效的多樣化融資方式。 本文分為五個部分,第一部分是對國內(nèi)外城鎮(zhèn)化發(fā)展的理論研究進(jìn)行簡要論述,了解文章的研究背景和理論基礎(chǔ)。第二部分是對我國城鎮(zhèn)化發(fā)展的進(jìn)程及現(xiàn)狀進(jìn)行介紹,站在以人為本的角度分析城鎮(zhèn)化發(fā)展中資金的需求問題。第三部分是用計量經(jīng)濟(jì)模型對城鎮(zhèn)化發(fā)展與資金融入規(guī)模間關(guān)系的實證分析,證明金融支持對城鎮(zhèn)化發(fā)展的重要性。第四部分是分析我國城鎮(zhèn)化發(fā)展過程中傳統(tǒng)的資金支持結(jié)構(gòu),以及這類融資方式的優(yōu)點和不足,局限性的存在。最后一部分是針對國內(nèi)外城鎮(zhèn)化發(fā)展中較成功的案例進(jìn)行分析,借鑒其中在融資方式中的優(yōu)秀經(jīng)驗,取其精華為己所用,為城鎮(zhèn)化發(fā)展融資提出有用的建議。主要從以下幾點著手：國外發(fā)達(dá)國家城鎮(zhèn)化發(fā)展融資的經(jīng)驗借鑒、盤活民間資本、充分利用資本市場發(fā)展中長期信貸支持、發(fā)展土地金融,同時還需要政府的積極支持。
[Abstract]:China is a developing agricultural country. There is a big gap between urban and rural development, income inequality, infrastructure and public construction. Speeding up the process of urbanization is an important task put forward by the 18th National Congress of the Party, and attention should be paid to the development of cities and towns based on people. In the process of urbanization construction, the first problem to be solved is financing. At present, most of the capital sources in the development of urbanization come from financial expenditure and bank loans, and non-bank financial institutions. Private financing and other ways to raise funds although scattered, but also a favorable financing channel. With the rapid development of urbanization in China, the demand for medium- and long-term funds is also increasing. The monotonous traditional financing method can not meet the urbanization process of sustainable development. Therefore, this paper will focus on this issue, analyze the current main financing methods and their advantages and disadvantages, combined with people-oriented urbanization development and domestic and foreign better case analysis, summed up the actual and effective diversification of financing methods. This paper is divided into five parts. The first part is a brief discussion on the development of urbanization at home and abroad, understanding the research background and theoretical basis. The second part is to introduce the process and present situation of urbanization development in China, and analyze the demand of capital in urbanization development from the point of view of people-oriented. The third part is an empirical analysis of the relationship between urbanization development and the scale of capital integration with econometric model to prove the importance of financial support to the development of urbanization. The fourth part is to analyze the traditional structure of capital support in the process of urbanization in China, as well as the advantages, disadvantages and limitations of this kind of financing. The last part is to analyze the more successful cases in the development of urbanization at home and abroad, draw lessons from the excellent experience in the financing methods, take its essence for their own use, and put forward useful suggestions for the development of urbanization financing. The main points are as follows: foreign developed countries should draw lessons from the experience of urbanization development financing, activate private capital, make full use of the capital market to develop medium and long-term credit support, and develop land finance, at the same time, it also needs the active support of the government.
