【摘要】：如何提高農(nóng)村經(jīng)濟(jì)發(fā)展水平，一直是我國政府關(guān)注的重點(diǎn)問題。農(nóng)村土地制度是制約農(nóng)村地區(qū)經(jīng)濟(jì)發(fā)展的核心問題。《中共中央關(guān)于推進(jìn)農(nóng)村改革發(fā)展若干重大問題的決定》出臺(tái)后，農(nóng)村土地流轉(zhuǎn)進(jìn)入了新階段。如何發(fā)揮金融要素對(duì)農(nóng)村土地流轉(zhuǎn)的支持作用，成為理論界和業(yè)界研究的焦點(diǎn)和熱點(diǎn)問題。作為我國農(nóng)業(yè)大省的黑龍江省，其農(nóng)村土地流轉(zhuǎn)狀況如何，將在全國具有重要影響。在此背景下，分析黑龍江省農(nóng)村土地流轉(zhuǎn)金融支持的現(xiàn)狀，制定有效戰(zhàn)略，采取針對(duì)性措施推動(dòng)金融要素對(duì)農(nóng)村土地流轉(zhuǎn)的支持，，將具有重要的現(xiàn)實(shí)意義。 本文采用問卷調(diào)查、專家訪談、實(shí)地考察、SWOT分析、層次分析法等研究方法，對(duì)黑龍江省農(nóng)村土地流轉(zhuǎn)的金融支持問題展開研究。在分析農(nóng)村土地流轉(zhuǎn)的理論基礎(chǔ)的前提下，本文首先分析了黑龍江省農(nóng)村土地流轉(zhuǎn)的動(dòng)因和現(xiàn)狀，得出了黑龍江省農(nóng)村土地流轉(zhuǎn)對(duì)金融的需求；其次，通過SWOT分析方法，對(duì)黑龍江省土地流轉(zhuǎn)金融支持的內(nèi)部條件和外部環(huán)境進(jìn)行分析，得出其具有的優(yōu)勢(shì)（Strength）與劣勢(shì)（Weakness），以及面臨的機(jī)會(huì)（Opportunity）與挑戰(zhàn)（Threat）；然后，構(gòu)建了黑龍江省農(nóng)村土地流轉(zhuǎn)金融支持的績效評(píng)價(jià)模型，并計(jì)算了黑龍江省農(nóng)村土地流轉(zhuǎn)金融支持績效指數(shù)；最后，結(jié)合SWOT分析和績效評(píng)價(jià)結(jié)果，提出了黑龍江省農(nóng)村土地流轉(zhuǎn)金融支持的戰(zhàn)略和具體對(duì)策。
[Abstract]:How to improve the level of rural economic development has been the focus of our government. The system of rural land is the core problem restricting the economic development of rural areas. After the publication of the decision of the CPC Central Committee on promoting the Reform and Development of Rural areas, the circulation of rural land has entered a new stage. How to play the supporting role of financial elements to rural land circulation has become the focus and hot issue of theoretical and industry research. As a big agricultural province in China, Heilongjiang Province will have an important influence on the circulation of rural land. Under this background, it is of great practical significance to analyze the present situation of financial support for rural land circulation in Heilongjiang Province, to formulate effective strategies and to take targeted measures to promote the support of financial elements to rural land circulation. This paper studies the financial support of rural land circulation in Heilongjiang province by means of questionnaire, expert interview, field investigation, SWOT analysis, analytic hierarchy process and other research methods. On the premise of analyzing the theoretical basis of rural land circulation, this paper first analyzes the motivation and present situation of rural land circulation in Heilongjiang Province, and then obtains the financial needs of rural land circulation in Heilongjiang Province; secondly, through the SWOT analysis method, This paper analyzes the internal conditions and external environment of financial support for land transfer in Heilongjiang Province, and finds out the advantages and disadvantages of land transfer finance in Heilongjiang Province, as well as the opportunities and challenges it faces. This paper constructs the performance evaluation model of rural land transfer financial support in Heilongjiang Province, and calculates the performance index of rural land transfer financial support in Heilongjiang Province. Finally, combining with SWOT analysis and performance evaluation results, Put forward the rural land circulation financial support strategy and specific countermeasures in Heilongjiang Province.
