【摘要】：2012年12月在北京召開的中央經(jīng)濟工作會議中提出了“新型城鎮(zhèn)化道路”理念,對城鎮(zhèn)化的評價標(biāo)準(zhǔn)發(fā)生了轉(zhuǎn)變,從量轉(zhuǎn)移到質(zhì)上,目前城鎮(zhèn)化發(fā)展更加注重城鎮(zhèn)化的質(zhì)量。近年來,城鎮(zhèn)化作為我國經(jīng)濟發(fā)展新的增長點受到越來越廣泛的關(guān)注,隨著城鎮(zhèn)化的發(fā)展,城市病等問題逐漸凸顯出來,因此,以人為本,集約、統(tǒng)籌、協(xié)調(diào)發(fā)展的新型城鎮(zhèn)化建設(shè)是目前的我國需要解決的首要問題�？v觀經(jīng)濟全球化日益發(fā)展的當(dāng)今世界,城鎮(zhèn)化建設(shè)需要大規(guī)模資金,城鎮(zhèn)化的發(fā)展缺少不了金融的支持。城鎮(zhèn)化建設(shè)的金融支持主要來源于兩個方面:一是政府財政投入;二是市場上金融機構(gòu)貸款。在城鎮(zhèn)進程中,政府財政投入不斷增加,金融不斷發(fā)展,政府、市場金融機構(gòu)推動區(qū)域內(nèi)經(jīng)濟的發(fā)展,區(qū)域內(nèi)經(jīng)濟的發(fā)展反過來作用于城鎮(zhèn)化建設(shè),有助于帶動區(qū)域內(nèi)新型城鎮(zhèn)化快速發(fā)展。文章基于政府和市場關(guān)系的視角,運用計量經(jīng)濟學(xué)方法研究我國東部、中西部地區(qū)金融對新型城鎮(zhèn)化影響。借鑒其他學(xué)者的研究方法及研究成果,從理論上分析金融支持和新型城鎮(zhèn)化的相互關(guān)系的內(nèi)在機理。文章定性分析了我國的政府財政資金投入、市場金融機構(gòu)的金融規(guī)模、金融效率、新型城鎮(zhèn)化水平現(xiàn)狀,分析了新型城鎮(zhèn)化過程中存在的問題。主要問題是東部、中西部城鎮(zhèn)化水平差距大,基礎(chǔ)設(shè)施建設(shè)所需求的資金短缺;市場金融機構(gòu)的金融規(guī)模、效率有下降的趨勢;金融資源配置效率低,信貸支持存在不足。然后對2003-2014年省級平衡面板數(shù)據(jù)進行定量回歸分析。分別對2003-2014年全國、東部、中西部進行平衡面板數(shù)據(jù)回歸,研究東部、中西部政府財政投入,金融支持規(guī)模,金融效率對新型城鎮(zhèn)化的影響。實證結(jié)果表明:東部地區(qū)增加政府財政投入,提高金融支持效率,有利于推動新型城鎮(zhèn)化發(fā)展;中西部地區(qū)增加政府財政投入,增加金融規(guī)模,提高金融支持效率能推動新型城鎮(zhèn)化發(fā)展。根據(jù)實證結(jié)果提出了一些政策建議。
[Abstract]:In December 2012, at the Central Economic work Conference held in Beijing, the concept of "new urbanization road" was put forward. The evaluation standard of urbanization has changed from quantity to quality. At present, the development of urbanization pays more attention to the quality of urbanization. In recent years, as a new growth point of economic development in China, urbanization has received more and more attention. With the development of urbanization, problems such as urban diseases have gradually become prominent. The construction of new urbanization, which is people-oriented, intensive, overall planning and coordinated development, is the primary problem that needs to be solved in our country at present. Looking at the growing world of economic globalization, urbanization needs large-scale funds. The development of urbanization can not lack financial support. The financial support for urbanization construction mainly comes from two aspects: one is the government financial investment; the other is the financial institution loan in the market. With the continuous development of finance, the government and market financial institutions promote the development of the regional economy. The development of the regional economy in turn plays a role in the construction of urbanization. This paper, based on the perspective of the relationship between the government and the market, uses the econometric method to study the eastern part of China. The financial impact of the central and western regions on the new urbanization. Learn from the research methods and research results of other scholars, This paper analyzes the internal mechanism of the relationship between financial support and new urbanization theoretically. This paper qualitatively analyzes the financial investment of government, the financial scale of market financial institutions, the financial efficiency, the present situation of new urbanization level. This paper analyzes the problems existing in the process of new urbanization. The main problems are the large disparity of urbanization level in the east and the central and western regions, the shortage of capital needed for infrastructure construction, the decreasing trend of financial scale and efficiency of market financial institutions. Financial resources allocation efficiency is low, credit support is insufficient. Then the provincial balance panel data from 2003 to 2014 are analyzed by quantitative regression analysis. The empirical results show that increasing the government financial input and improving the financial support efficiency in the eastern region is conducive to promoting the development of new urbanization; The central and western regions can promote the development of new urbanization by increasing the government financial input, increasing the financial scale and improving the efficiency of financial support. Some policy suggestions are put forward according to the empirical results.
